AGENDA HEADING:

 

Approval and acceptance of Amendment to the Capital Fund Program (CFP) Consolidated Annual Contributions Contract.

 

 

SYNOPSIS:

 

The Des Moines Municipal Housing Agency (DMMHA) has been awarded additional Capital Fund Program funding by the Department of Housing and Urban Development (HUD) through the American Recovery and Reinvestment Act of 2009 (ARRA). 

 

 

FISCAL IMPACT:

 

Amount:  $1,455,108

 

Funding Source: Operating Budget, Housing Services Department Capital Fund Program, Pg. 140, SP350 HSG280000.

 

 

ADDITIONAL INFORMATION:

 

HUD will provide American Recovery and Reinvestment Act (ARRA) Assistance to DMMHA in the amount of $1,455,108 for the purpose of carrying our capital and management activities through the Capital Fund Program (CFP) Amendment to the Consolidated Annual Contributions Contract.

 

Due to the compressed timeframe required for obligating the ARRA funding, HUD is not requiring DMMHA to obtain or submit a governing board resolution authorizing receipt of the ARRA formula grant funds with submission of the ACC Amendment which was due March 9, 2009.  DMMHA will submit to HUD the governing board resolution with the Capital Fund Annual Statement for the ARRA grant funding by the HUD required deadline of April 10, 2009.

 

DMMHA will be obligating these funds to be used for renovations and improvements for South View Manor.  Some of the improvements include:  building renovation; replacing the chiller, air handler and fan coil units; new appliances; renovations to lighting and signage; replacing the windows and renovating the tuck-point exterior.  Landscaping and parking lot improvements will also be completed. 

 

The renovations completed at South View Manor will increase energy efficiency.  The new, more energy efficient chiller and air handler will reduce electrical usage, as will the new T-8 fluorescent lighting in all common areas.  High efficiency water heaters will reduce natural gas consumption.  The new refrigerator appliances are Energy Star qualified.  Wherever practical, sustainable building elements will be used. Two examples of this are the cabinets and the apartment entry doors.
