AGENDA HEADING:

 

Ordering construction of the following:  6th Avenue Resurfacing - University Avenue to Des Moines River Bridge - Receiving bids, (4-28-09), and Setting date of hearing, (5-18-09). (Construction Estimate - $625,000).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below. On March 23, 2009, the City Council approved an Iowa Department of Transportation Agreement for Federal Stimulus project funding under the American Recovery and Reinvestment Act of 2009 for 100% of construction costs to a maximum amount of $600,000 for 6th Avenue Resurfacing from University Avenue to the Des Moines River Bridge, which includes street resurfacing with hot mix asphalt.

 

 

FISCAL IMPACT:

 

Amount:  $625,000 City Engineer's Estimate

 

Funding Source:  2009-2010 CIP, Page Street-32, Rehabilitation and Preservation of Major Roadways, STR222, Being:  $600,000 maximum in Federal Stimulus Funds under the American Recovery and Reinvestment Act of 2009 for construction costs only, with $25,000 plus any construction overage and project administration costs from G.O. Bonds

 

 

ADDITIONAL INFORMATION:

 

A number of transportation related projects were submitted to and approved by the Des Moines Area Metropolitan Planning Organization Executive Committee at their January 29, 2009 meeting for funding under the American Recovery and Reinvestment Act of 2009.  The funding request for 6th Avenue Resurfacing from University Avenue to the Des Moines River Bridge was approved, and on March 23, 2009, under Roll Call 09-456, the City Council approved Iowa Department of Transportation (IDOT) Agreement No. 01-09-ESP-014 for Federal Stimulus project funding for 6th Avenue Resurfacing from University Avenue to the Des Moines River Bridge.  Federal Stimulus funds up to a maximum amount of $600,000 are available for 100% of construction costs.  In accordance with the IDOT Agreement, IDOT has agreed to advertise, receive, open, and tabulate the sealed bids on April 28, 2009.

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the 6th Avenue Resurfacing - University Avenue to Des Moines River Bridge, 06-2009-008.  The improvement includes construction of 2" thick pavement scarification and HMA overlay, pavement markings, traffic signal modifications, and other incidental items; in accordance with the contract documents, including Plans File Nos. 495-085/109, on 6th Avenue from 71 feet north of the center line of University Avenue to the south end of the Des Moines River Bridge, Des Moines, Iowa.

 

The estimated construction cost is $625,000.  The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
