AGENDA HEADING:
Approving
and authorizing the execution of Iowa Department of Transportation agreement
for E. McKinley Avenue widening from South Union Street to S.E. 5th
Street.
SYNOPSIS:
Recommend
approval of Iowa Department of Transportation (IDOT) Agreement No. 01-09-ESP-029
for Federal Stimulus project funding for E. McKinley Avenue widening from
South Union Street to S.E. 5th Street. Federal Stimulus funds up to a maximum amount
of $1,400,000 are available for 100% of construction costs. The City’s portion of the project, consisting
of the design, inspection, and construction administration, is estimated
to be $250,000.

INFORMATION:
A number of transportation related projects were
submitted to and approved by the Des Moines Area Metropolitan Planning
Organization Executive Committee at their January 29, 2009 meeting for funding
under the American Recovery and Reinvestment Act of 2009. The funding request for E. McKinley Avenue Widening from
South Union Street to S.E. 5th Street was approved, and the Iowa DOT has prepared an agreement for the
proposed improvement. The receipt of this
and other transportation stimulus funds has allowed an acceleration of street
projects. The local share of
transportation stimulus funds must be funded out of existing street CIP funds. The STR212 account has sufficient funds for
the local share of this project and additional overlay projects.
On
October 11, 2004, by Roll Call No. 04-2157, City Council approved the McKinley
Avenue Corridor Study. The study looked
at existing conditions, analyzed the projected traffic, obtained public input,
and made recommendations regarding number of lanes, intersection improvements,
sidewalks, drainage, and priorities between Fleur Drive and E. Indianola
Avenue. Through the public input
process, area residents advised that they wanted to retain the residential neighborhood
character and were opposed to improving the entire length of the corridor with
a three- or four-lane section due to width of right-of-way required and overall
travel speed. The final recommendation
includes a combination of two- and three-lane sections. There are six proposed segments that can be
constructed in phases. The segment of McKinley
Avenue between South Union Street and S.E. 5th Street was identified
as the highest priority project during the corridor study. The proposed improvements include
reconstructing McKinley Avenue to a three-lane roadway to provide two-way
left-turn lanes.
In
2007, the intersection of S.E. 5th Street and E. McKinley Avenue was
reconstructed to widen both roadways to a three-lane section to provide
left-turn lanes. The proposed widening
project will begin approximately four hundred feet west of S.E. 5th
Street at the end of the intersection reconstruction, and continue westerly to
approximately four hundred feet east of South Union Street. It is anticipated that the reconstruction of
the intersection of South Union Street and McKinley Avenue to provide left-turn
lanes will be the next highest priority project.
