AGENDA HEADING:

 

Resolution establishing fair market value of multiple properties for the Southeast Connector Project – Southeast 6th Street to Southeast 14th Street Phase.

 

 

SYNOPSIS:

 

Recommend Council approval of fair market value.  This action establishes fair market value of property interests for the Southeast Connector Project – Southeast 6th Street to Southeast 14th Street Phase.  These properties are needed for a future connection from the Southeast Connector to Southeast 14th Street and relocation assistance will be required as part of these acquisitions.  The property owners have agreed to participate in voluntary acquisition and the City will not use condemnation to acquire the properties if a mutual agreement is not reached at this time.

 

 

FISCAL IMPACT:

 

Amount:  $51,000 Plus Closing Costs and Relocation Expenses

 

Funding Source:  2009-10 CIP, Street Improvements, SE Connector – SE 6th Street to SE 14th Street, STR219, Page Street Improvements – 36.

 

 

ADDITIONAL INFORMATION:

 

This project provides for a four-lane extension of the east/west segment of Martin Luther King, Jr. Parkway across the Des Moines River to SE 14th Street.  This project will improve access to the central business district, reduce traffic congestion, noise and pollution, and provide better access for industrial areas in the central city. 

 

On November 9, 2007, the City received authorization from the Iowa Department of Transportation (IDOT) to commence acquisition of all necessary property interests for this project.  The properties listed below have been appraised by an independent appraiser, and the appraisals have been reviewed by the Iowa Department of Transportation.

 

Christine Negrete and Louise Negrete are the owners of the residential property at 619 Southeast 12th Street which has been appraised at $41,000 for a Total Fee Acquisition.  This acquisition will require relocation of the property owners and the owners will be eligible for additional relocation payments.

 

Melanie M. Mathes is the owner of the residential property at 1201 Scott Avenue which has been appraised at $10,000 for a Total Fee Acquisition.  This property is currently vacant, but the owner will be eligible for payment for relocation of personal property.
