AGENDA HEADING:
Ordering construction of the
following: Fleur Drive/Blue Street
Resurfacing - Beardsley Street to S.W. 9th Street - Receiving bids, (4-21-09),
and Setting date of hearing, (5-18-09). (Construction
Estimate - $610,000).
SYNOPSIS:
Recommend the City Council
proceed with construction of the improvement and set dates to receive bids and
hold a public hearing, as required by Iowa Code, utilizing the method of
financing referenced below. On March 23, 2009, the City Council approved an
Iowa Department of Transportation (IDOT) Agreement for Federal Stimulus project
funding under the American Recovery and Reinvestment Act of 2009 for 100% of
construction costs to a maximum amount of $650,000 for Fleur Drive and Blue
Street Resurfacing from Beardsley Street to S.W. 9th Street which includes
street resurfacing with hot mix asphalt.
FISCAL IMPACT:
Amount: $610,000 City Engineer's Estimate
Funding Source: 2009-2010 CIP, Page Street-32, Rehabilitation
and Preservation of Major Roadways, STR222, Being: $650,000 maximum in Federal Stimulus Funds
under the American Recovery and Reinvestment Act of 2009 for construction costs
only, with any construction overage and project administration costs from G.O.
Bonds
ADDITIONAL INFORMATION:
A number of
transportation related projects were submitted to and approved by the Des
Moines Area Metropolitan Planning Organization Executive Committee at their
January 29, 2009 meeting for funding under the American Recovery and
Reinvestment Act of 2009. The funding
request for Fleur Drive and Blue Street Resurfacing
from Beardsley Street to S.W. 9th Street was approved, and on March 23, 2009, under Roll Call 09-455, the
City Council approved Iowa Department of Transportation (IDOT) Agreement No.
01-09-ESP-015 for Federal Stimulus project funding for Fleur Drive and Blue
Street Resurfacing from Beardsley Street to S.W. 9th Street. Federal Stimulus funds up to a maximum amount
of $650,000 are available for 100% of construction costs. In accordance
with the IDOT Agreement, the IDOT has agreed to advertise, receive, open, and
tabulate the sealed bids on April 21, 2009.
The City’s portion of the project,
consisting of the design, inspection, and construction administration, is
estimated to be $75,000.
The Engineering Department
has prepared plans, specifications, form of contract documents, and City
Engineer’s estimate for the construction of the Fleur Drive/Blue Street
Resurfacing - Beardsley Street to S.W. 9th Street, 06-2009-009. The improvement includes resurfacing an
existing roadway with hot mix asphalt, and other incidental items; in
accordance with the contract documents, including Plan File Nos. 495-110/114,
on Fleur Drive (85th Avenue) from Beardsley Street south to Blue Street, and
Blue Street from Fleur Drive (85th Avenue) east to S.W. 9th Street (Highway
R63).
The estimated construction
cost is $610,000. The proposed plans,
specifications, and form of contract documents are available for public
inspection in the City Engineer's Office.
