AGENDA HEADING:
Approving Professional Services Agreement with Stanley
Consultants, Inc. (Gayle Roberts, President & Chief Operating
Officer, 225 Iowa Avenue, Muscatine, Iowa 52761), for design and
construction phase services for the Principal Riverwalk Walnut to Grand - West,
not to exceed $325,333.17.
SYNOPSIS:
Recommend approval of the Professional
Services Agreement with Stanley
Consultants, Inc. for an hourly agreement not to exceed $325,333.17, to
provide design and construction phase
services for the Principal Riverwalk
Walnut to Grand - West.
FISCAL IMPACT:

$243,999.88 in State Recreational Trails funding and

ADDITIONAL
INFORMATION:
The
City has recently been notified that $2,526,235 in Federal American Recovery
and Reinvestment Act (ARRA) funds are available for the Principal Riverwalk. These allocations
were received from the Des Moines Area Metropolitan Planning Organization
(DMAPO) ($1,653,000) and the Iowa Department of Transportation (IDOT)
($873,235). These funds and the State
Recreational Trail funding received last year will be combined to construct the
west side of the Principal Riverwalk between Walnut Street and Grand
Avenue. This project will include
construction on the river side of the levee on both blocks and the plaza on the
land side between Walnut and
Due to
the limited private and state funding available, the Court Avenue plaza and proposed
kiosk building will be included in a later Corps of Engineer construction
project. The Corps of Engineers are
expected to have construction contracts underway north of
Stanley
Consultants, Inc. was hired by the Corps of Engineers to design the Principal
Riverwalk. Principal Financial later
hired Stanley Consultants, Inc. to complete the design documents. The plans and specifications were prepared to
meet the Corps of Engineer requirements.
This agreement includes preparing bid documents that meet IDOT plan and
specification requirements and providing construction phase services required
by the IDOT for the project. Wallace Roberts & Todd is a subconsultant on
the agreement and will be responsible for review and approval of landscape
architecture work elements. Staff has negotiated a
Professional Services Agreement with Stanley
Consultants, Inc., on the basis of hourly rates with total compensation not
to exceed $325,333.17, to provide design and construction phase services.
