AGENDA HEADING:

 

Approving and authorizing the execution of Iowa Department of Transportation Agreement for Principal Riverwalk – Walnut/Grand Avenue West.

 

 

SYNOPSIS:

 

Recommend approval of Iowa Department of Transportation (IDOT) Agreement No. OSP-09-ESP-10 for Federal Stimulus project funding for Principal Riverwalk – Walnut/Grand Avenue West.  Federal Stimulus funds up to a maximum amount of $2,526,235 are available for construction costs.  State Recreational Trail funding will be used to fund the remaining construction costs.  The City’s portion of the project, consisting of the project administration, is estimated to be $50,000.

ADDITIONAL INFORMATION:

 

A number of transportation related projects were submitted to and approved by the Des Moines Area Metropolitan Planning Organization (MPO) Executive Committee at their January 29, 2009 meeting for funding under the American Recovery and Reinvestment Act (ARRA) of 2009.  The IDOT also requested submittal of recreational trails projects for possible ARRA funding.  The funding request for Principal Riverwalk was approved by both the MPO and IDOT.  The MPO allocated $1,653,000 and the IDOT allocated $873,235.  The two allocations are being combined with State Recreational Trail funding to construct the west side of the Principal Riverwalk between Walnut Street and Grand Avenue.  The IDOT has prepared an agreement for the proposed improvement. 

 

This project will include construction on the river side of the levee on both blocks and the plaza on the land side between Walnut Street and Locust Street in front of the Old Library.  The project construction includes the multi-purpose trail, floodwall, irrigation and lighting, plaza and promenade pavers.  Construction of this project will begin in the fall of 2009 and will be completed within one year.  Construction of the plaza and promenade adjacent to the YMCA will be deferred, pending the proposed redevelopment of that property.
