AGENDA HEADING:

 

Approving and authorizing the execution of the Fleur Drive and Blue Street Resurfacing from Beardsley Street to S.W. 9th Street Chapter 28E Agreement by and between the City of Des Moines, Iowa and Warren County.

 

 

SYNOPSIS:

 

Recommend approval and authorization of the execution of a Chapter 28E Agreement by and between the City of Des Moines and Warren County for the Fleur Drive and Blue Street Resurfacing from Beardsley Street to S.W. 9th Street.  Each of the parties to this agreement has jurisdiction over a portion of the subject road and desires to have the subject road resurfaced.

 

 

FISCAL IMPACT:

 

Amount:  $725,000

 

Funding Source:  Various funding sources as follows:

·         $650,000 Federal Stimulus Funds

·         $75,000 2009-10 CIP, Page Street-32, Rehabilitation and Preservation of Major Roadways, STR222, G.O. Bonds

 

 

ADDITIONAL INFORMATION:

 

A number of transportation related projects were submitted to and approved by the Des Moines Area Metropolitan Planning Organization Executive Committee at their January 29, 2009 meeting for funding under the American Recovery and Reinvestment Act of 2009.  The funding request for Fleur Drive and Blue Street Resurfacing from Beardsley Street to S.W. 9th Street was approved, and the Iowa Department of Transportation (IDOT) Agreement for this project was approved by the City Council on March 23, 2009, by Roll Call No. 09‑455.  The project is located in an area where the City of Des Moines and Warren County each have jurisdiction over a portion of the subject roadway.  The City of Des Moines and Warren County entered into a Boundary Streets and Roads Maintenance Agreement on November 7, 1993 which has had addenda and amendments thereto.  Under the terms of this agreement, the City of Des Moines is responsible for operation and maintenance of Fleur Drive and Blue Street from Beardsley Street to S.W 9th Street.  The proposed project, which consists of resurfacing with hot mix asphalt in 2009, should significantly reduce the operating and maintenance costs for this roadway.
