AGENDA HEADING:

 

Approving and authorizing the execution of Iowa Department of Transportation Agreement for Army Post Road Widening from S.E. 5th Street to S.W. 9th Street.

 

 

SYNOPSIS:

 

Recommend approval of Iowa Department of Transportation (IDOT) Agreement No. 01-09-ESP-035 for Federal Stimulus project funding for Army Post Road Widening from S.E. 5th Street to S.W. 9th Street.  Federal Stimulus funds up to a maximum amount of $1,000,000 are available for construction costs.  The City’s portion of the project, consisting of the design, inspection and construction administration, is estimated to be $250,000.  Also, recommend authorization to acquire necessary right-of-way for the Army Post Widening Project – S.E. 5th Street to S.W. 9th Street by gift, negotiation or eminent domain.  This project will improve traffic capacity and increase the safety on Army Post Road within the project limits.  This action is required by Iowa law before the City can initiate the right-of-way acquisition process under eminent domain.

ADDITIONAL INFORMATION:

 

On October 23, 2006, Council approved and authorized the execution of an Iowa Department of Transportation (IDOT) agreement for Army Post Road Widening from South Union Street to S.E. 5th Street.  This agreement provided $500,000 in Traffic Safety Improvement Funds for this segment of the project.  On September 24, 2007, City Council approved and authorized the execution of the IDOT agreement for Army Post Road widening from South Union Street to S.W. 9th Street.  This agreement also provided $500,000 in Traffic Safety Improvement Funds for this segment of the project.  These two segments will be combined into one project for construction from S.E. 5th Street to S.W. 9th Street.

 

A number of transportation-related projects were submitted to and approved by the Des Moines Area Metropolitan Planning Organization Executive Committee at their January 29, 2009 meeting for funding under the American Recovery and Reinvestment Act of 2009.  The funding request for Army Post Widening Project – S.E. 5th Street to S.W. 9th Street was approved, and IDOT has prepared an agreement for the proposed improvement.

 

This project would involve widening Army Post Road to a five-lane facility in order to provide a center two-way left-turn lane.  The previously constructed intersection improvements on Army Post Road at South Union Street, S.E. 5th Street and S.W. 9th Street will remain in place.  The widening would occur between these intersections.  This combined project will include two Traffic Safety Improvement Program grants for a total of $1,000,000 with $1,000,000 in Federal Stimulus funds.  Due to the above state and federal funding sources obtained for this project, the improvements can be constructed at minimal cost to the City.

 

This project will require four small partial acquisitions of property from adjoining owners at the intersection of Army Post Road and S.E. 3rd Street and several temporary construction easements will be needed from adjoining owners along the project corridor.  Relocation assistance will not be required for this project.
