AGENDA HEADING:
Approving
Professional Services Agreement with Snyder & Associates for design and
construction phase services for the 2009 Sewer Repair Contract 1, not to exceed
$164,518.
SYNOPSIS:
Recommend approval of the
Professional Services Agreement with Snyder
& Associates (David Moeller,
President, 2727 S.W. Snyder Blvd., Ankeny, IA, 50023), for an hourly
agreement not to exceed $164,518,
to provide design and construction
phase services for the 2009
Sewer Repair Contract 1. Also, recommend
authorization to acquire necessary right-of-way for the 2009 Sewer Repair
Contract 1 by gift, negotiation, or eminent domain. This action is required by Iowa law before
the City can initiate the right-of-way acquisition process under eminent domain.

ADDITIONAL
INFORMATION:
During
the summer of 2008, the City of Des Moines was struck by several severe storms
containing large amounts of rainfall, which caused local flash flooding and
record river flooding. This flooding
caused damage to City storm and sanitary sewer infrastructure at approximately
50 locations throughout the City. A
number of these locations have been repaired both by Public Works Department
crews and by contracts administered by the Engineering Department. There are currently twelve remaining
locations where repairs have not been initiated. Staff from the Public Works and Engineering
Departments met to develop a strategy for repairing these remaining
locations. Due to current workload, it
was determined that these remaining repairs needed to be designed by a
consultant and constructed by a contract administered by the Engineering
Department.
These
repairs may be eligible for partial reimbursement by FEMA. In order to be eligible for FEMA funding, the
repairs must be completed by February of 2010.
In order to expedite the design process, staff from Public Works and
Engineering selected Snyder & Associates to perform the work. Snyder & Associates was selected based on
their past experience in storm and sanitary design and watershed studies. Four of the twelve locations are located
in watersheds where Snyder & Associates has completed studies, providing
them with background information and mapping, as well as hydraulic
analysis. Staff has negotiated a
Professional Services Agreement with Snyder & Associates for hourly rates
not to exceed $164,518 to provide design and construction phase services.
It is
anticipated that several temporary and permanent easements will be needed for
the construction of this project.
Relocation assistance will not be necessary for this project.
