AGENDA HEADING:

 

Authorization to acquire the necessary right-of-way and easements for the McKinley Avenue Drainage Improvements Project – SW 26th Street to SW 31st Street by gift, negotiation, or eminent domain.

 

 

SYNOPSIS:

 

Recommend authorization to acquire necessary right-of-way for the McKinley Avenue Drainage Improvements Project – SW 26th Street to SW 31st Street by gift, negotiation, or eminent domain.  This action is required by Iowa law before the City can initiate the right-of-way acquisition process under eminent domain.  This project will reduce the overland flow of storm water and provide additional protection to the properties located on the south side of McKinley Avenue by creating a detention basin that will impound water and release the stored volume over an extended period. 

 

 

FISCAL IMPACT:

 

Amount:  To be determined by independent appraisal or waiver valuation after final design plats are complete.

 

Funding Source:  2009-10 CIP, Page Storm Water Improvements-14, McKinley Avenue Drainage Improvements, STE083.

 

 

ADDITIONAL INFORMATION:

 

During heavy rainfall events, the storm sewers in this area can become overloaded.  This project will construct a detention basin on the north side of McKinley Avenue, just north of the airport, which will impound water and release the stored volume over an extended period.  By extending the time over which the water is released, it will reduce peak flows in the storm sewer system and reduce overland flow.
