AGENDA
HEADING:
Ordering
construction of the following: 2nd
Avenue Resurfacing - Grand Avenue to University Avenue - Receiving bids,
(5-19-09), and Setting date of hearing, (6-8-09). (Construction Estimate -
$650,000).
SYNOPSIS:
Recommend
the City Council proceed with construction of the improvement and set dates to
receive bids and hold a public hearing, as required by Iowa Code, utilizing the
method of financing referenced below. The
improvement consists of base repairs, preparation of the existing roadway for
resurfacing and the resurfacing of 2nd Avenue with hot mix asphalt (HMA) from
Grand Avenue to University Avenue. This
project will help address citizen concerns regarding the condition and
maintenance of City streets and help promote a positive City image.

Street-32, Rehabilitation and Preservation of Major Roadways, STR222, Being: 80% of eligible construction costs (maximum
$350,000) from Federal Surface Transportation Program (STP) Funds and $300,000
in G. O. Bonds.
ADDITIONAL
INFORMATION:
On December 19, 2005, by Roll Call Number 05-2969, the City Council
approved an agreement with the Iowa Department of Transportation for Federal
STP funds for resurfacing 2nd Avenue from Grand Avenue to
University Avenue; which consists of repair
and preparation of the existing roadway and resurfacing with HMA. At the
time of this agreement the project was scheduled to be constructed in the
summer of 2008; however, utility conflicts have further delayed construction
until the summer of 2009.
The
Engineering Department has prepared plans, specifications, form of contract
documents and City Engineer’s estimate for the construction of the 2nd Avenue
Resurfacing - Grand Avenue to University Avenue, 06-2006-002. The improvement includes constructing a
3" thick HMA overlay, pavement markings and other incidental items; in
accordance with the contract documents, including Plans File Nos. 495-115/132
on 2nd Avenue from Grand Avenue to
University Avenue, Des Moines, Iowa.
The
estimated construction cost is $650,000.
The proposed plans, specifications and form of contract documents are
available for public inspection in the City Engineer's Office.
