AGENDA HEADING:

 

Approving Professional Services Agreement with Foth Infrastructure and Environment, LLC, Patrick Kueter, Principal-in-Charge, 8191 Birchwood Court, Suite L, Johnston, Iowa, 50131, for evaluation, design and construction phase services for the Fleur Drive Viaduct over American Discovery Trail Rehabilitation, not to exceed $76,736.

 

 

SYNOPSIS:

 

Recommend approval of the Professional Services Agreement with Foth Infrastructure and Environment, LLC, for a lump sum amount of $68,890 and reimbursable costs not to exceed $7,846, to provide evaluation, design, and construction phase services for the Fleur Drive Viaduct over American Discovery Trail Rehabilitation.

Funding Source:  2009-10 CIP, Page Bridge-19, BRV039, Structural Repair – Corrosion Protection, Gaming Monies.

 

 

ADDITIONAL INFORMATION:

 

The rehabilitation of the Fleur Drive Viaduct over American Discovery Trail was identified as a high priority project in the 2007 City-Wide Bridge and Structure Evaluation.  On October 9, 2006, by Roll Call No. 06‑1960, Council authorized the submittal of STP and STP-TE applications to the Des Moines Metropolitan Planning Organization (MPO).  The application for the Fleur Drive Viaduct over American Discovery Trail was approved, and $300,000 in STP funding is available in Federal fiscal year 2011 for construction.  A Request for Proposal (RFP) for these professional services was advertised in the newspaper and posted on the City’s website.  Four proposals were received in response to the RFP.  A selection committee composed of representatives from the Public Works, Traffic & Transportation and Engineering rated the proposals.  Foth Infrastructure and Environment, LLC was the unanimous selection of the committee based on their qualifications, defined approach to this project and established performance with the City.

 

Staff has negotiated a Professional Services Agreement with Foth Infrastructure and Environment, LLC, for a lump sum amount of $68,890 and reimbursable costs not to exceed $7,846, to provide evaluation, design and construction phase services.
