AGENDA HEADING:

 

Approval of Amendment #3 to the FY2006 Law Enforcement Terrorism Prevention Program (LETPP) Grant.

 

 

SYNOPSIS:

 

Recommend approval of Amendment No. 3 to the original grant agreement which changes the performance period of the FY2006-LEIN5-05 Grant.  The approved performance period was from August 31, 2006 through March 31, 2009 and now has a new end date of May 31, 2009.  There are no other changes to the grant other than the performance period end date.

 

 

FISCAL IMPACT: 

 

Amount:  The original grant award from the State of Iowa Homeland Security and Emergency Management Division was $366,305.50.  There is no new funding with this action.

ADDITIONAL INFORMATION:

 

The grant award is administered by the City of Des Moines for the 20 county area referred to as Law Enforcement Intelligence Network (LEIN) Region 5.  The Des Moines Police Department was selected as one of six lead agencies throughout the State of Iowa to administer Federal Homeland Security Funds through LETPP.  This is a continuation of a collaborative effort coordinated with other local, state and federal law enforcement agencies to share and analyze terrorism related intelligence data.

 

As of March 31, 2009, there is $45,387.92 unexpended in the grant.  Three pending purchase orders include a computer system at $4,342, a year’s Accurint subscription at $4,800 and four (4) RACOM radios totaling $24,637.  The balance of the funding will be directed towards basic operating expenses including vehicle fuel charges, monthly cell phone expenses and office supplies.

BOARD/COMMISSION ACTION(S): NONE

 

 

ANTICIPATED ACTIONS AND FUTURE COMMITMENTS: 

 

On April 7, 2009, Iowa Homeland Security and Emergency Management notified LEIN Region 5 as well as Homeland Security Regions 2, 4, 5 and 6 and Sioux City Urban Search and Rescue (USAR) of an additional extension approval for the 2006 Homeland Security grant extending the performance period to December 31, 2009.  Council approval for this extension will be requested upon receipt of Amendment #4.
