Professional Services Agreement with Savage-Ver Ploeg & Associates, Inc. (d/b/a
SVPA Architects, Inc., Scott A. Hatfield, Director, 1466 28th
Street, Suite 200, West Des Moines, Iowa, 50266) for design and construction
phase services for the Fire Station No. 1 Replacement, not to exceed $363,125.
SYNOPSIS:
Recommend
approval of the Professional Services Agreement with SVPA
Architects, Inc. for professional services for the Fire Station No. 1
Replacement, in a lump sum amount of $345,700, and reimbursable costs not to exceed
$17,425, to provide design and construction phase services for the Fire Station No. 1 Replacement.

ADDITIONAL INFORMATION:
The current central fire station,
built in 1933, is functionally obsolete and structurally in need of significant
repairs. After extensive review of the
needs for the fire protection service and available sites throughout Des
Moines, the final recommendation is to construct a fire station at 122 SW 16th
Street. The proposed fire station will
be approximately 20,000 square feet and includes five drive-thru apparatus
bays, sleeping quarters, locker rooms, kitchen, TV/training room, other
building support spaces and parking. The facility will be designed and submitted
for LEED certification. The decision to
pursue a specified level of LEED certification shall be based on simple pay
back during the design process.
A
Request for Proposals (RFP) for design and construction phase services was sent
to several consultants and posted on the City’s website. Fifteen proposals were received in response
to the RFP. A selection committee
composed of representatives from the Engineering Department, Fire Department
and the City Manager’s Office rated the proposals. SVPA Architects, Inc. was the selection of
the committee based on their qualifications, technical approach to this project
and past experience with similar projects.
Staff has negotiated a Professional Services Agreement with SVPA
Architects, Inc. for a lump sum amount of $345,700, with reimbursable costs not to exceed $17,425,
to provide programming, design and construction phase services.
