Iowa, 50265) for design and construction phase services for the Police
Department Metro Special Tactics and Response (Star) Building Improvements, not
to exceed $28,000.
SYNOPSIS:
Recommend
approval of the Professional Services Agreement with Connect
Architecture and Design PC for professional services for the Police Department
Metro Star Building Improvements in a lump sum amount of $28,000, including reimbursable
costs, to provide design and construction phase services for the Police
Department Metro Star Building Improvements.

ADDITIONAL
INFORMATION:
The building at 101 & 103 SE 2nd
Street houses several divisions of the Des Moines Police Department. The Metro Star Unit, Bomb Squad and Fusion
currently have offices, locker rooms and equipment in the building. After the improvements, Narcotics will move
from their current building housed at 106 SE 1st Street to the renovated
building on SE 2nd Street.
A request for proposal (RFP) for design services was
advertised in the newspaper and posted on the City’s website. Fourteen firms attended the pre-proposal
meeting with seven proposals being received from qualified
architectural/engineering firms. The
firms were rated by a selection committee composed of four people from the Police
Department and one from the Engineering Department. The three top rated firms (Connect
Architecture and Design PC, Mills Architecture and Sinclair Architects) were
selected for interviews.
Connect Architecture was the selection of the
committee based on their qualifications, technical approach to the project and
experience with small budget remodeling.
Staff has negotiated a Professional Service Agreement with Connect
Architecture for a lump sum amount of $28,000, including reimbursable
costs, to provide design and construction phase services.
