AGENDA HEADING:

construction phase services for the Grand
Avenue over Walnut Creek Bridge Replacement, not to exceed $267,864.
SYNOPSIS:
Recommend approval of the
Professional Services Agreement with Shuck-Britson,
Inc. for hourly rates not to exceed $267,864, to provide evaluation, design and
construction phase services for the Grand
Avenue over Walnut Creek Bridge Replacement.

ADDITIONAL INFORMATION:
Recent
bridge inspections have determined that this structure, which was originally
constructed in 1914 and last rehabilitated in 1961, is showing signs of
deterioration and should be replaced with a new bridge. The structurally deficient bridge will be
replaced with a new structure that will improve the hydraulic characteristics
of the bridge during flood events. The
new structure will also provide improved roadway characteristics and
sidewalks. Because this will be a
complete replacement of the existing structure, Grand Avenue will be closed
during construction, which is anticipated in 2011.
On March 24, 2008, by Roll Call
No. 08-463, Council approved and authorized the execution of an agreement with
the Iowa Department of Transportation (IDOT) to provide up to a maximum of
$1,000,000 in Federal Highway Bridge Program Funds for construction costs.
A request
for proposal (RFP) for these professional services was advertised in the
newspaper and posted on the City’s website.
Seven proposals were received in response to the RFP. A selection committee composed of
representatives from Public Works, Traffic & Transportation and Engineering
rated the proposals. Shuck-Britson, Inc.
was the unanimous selection of the committee based on their qualifications, defined
approach to this project and established performance with the City.
Staff has negotiated a
Professional Service Agreement with Shuck-Britson, Inc.
for hourly rates not to exceed $267,864, to provide evaluation, design and
construction phase services.
