AGENDA HEADING:

 

Acceptance of real estate documents from the Iowa Department of Transportation (IDOT) for the Waveland Trail – Phase 1 Project.

 

 

SYNOPSIS:

 

Recommend acceptance of real estate documents from the IDOT for the Waveland Trail – Phase 1 Project.  The trail project requires the acquisition of excess I-235 ramp right-of-way located on the west side of 56th Street, south of I-235.  This action is required to approve the necessary real estate documents and to authorize closing of the necessary property interests required.

 

 

FISCAL IMPACT:

 

Amount:  $94,000, plus closing costs

 

Funding Source:  Fiscal Year 2009-10 CIP, Park Improvements – Recreational Trails, PKS045, Page – Park Improvements – 22, G. O. Bonds.

 

 

ADDITIONAL INFORMATION:

 

On March 24, 2008, by Roll Call No. 08-531, the City Council approved the Waveland Trail Phase I project.  On January 26, 2009, by Roll Call No. 09-136, the City Council held hearing on the intent to acquire property for recreational purposes and authorized acquisition of the necessary property interests for the Waveland Trail – Phase 1 Project by gift, negotiation or condemnation.

 

This trail starts just south of the small bridge on the Walnut Creek Trail and will follow a northeasterly route along the east side of what is commonly known as Golf/Cummins Creek, along the publicly-owned greenway to Pleasant Street, where it passes under the bridge, then continues easterly on a route parallel to I-235 along the north edge of private property to 56th Street at the point where it intersects with I-235.  The City will need to purchase the excess I-235 ramp right-of-way from IDOT, located on the west side of 56th Street south of I-235, for construction of the trail. 

 

IDOT secured an independent appraisal of the property to be acquired, which concluded a market value of $94,000.  The Real Estate Division has reviewed the appraisal and concurs with the estimated fair market value of the property.
