AGENDA HEADING:

 

Ordering construction of the following:  2009 Designated Neighborhood Sidewalk Replacement Program - Receiving bids, (6-9-09), and Setting date of hearing, (6-22-09).  (Construction Estimate - $300,700).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of this improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below.  This project provides for the replacement of defective sidewalks under the Neighborhood Infrastructure Rehabilitation Program (NIRP), which provides for rehabilitation of right-of-way infrastructure in designated neighborhoods.  The NIRP program has been instrumental in the implementation of designated neighborhood plans not only by upgrading the infrastructure in residential areas, but also by creating a visual impact which enhances the housing rehabilitation component of the City’s Neighborhood Revitalization Program and increases property values.  Eligible neighborhoods are chosen through the Neighborhood Selection process, which is administered by the Community Development Department, and the project is adjusted to meet the neighborhoods’ needs and requests.

Funding Source:  2009-2010 CIP, Page Street-26, Neighborhood Infrastructure Rehabilitation Program, STR205, G. O. Bonds

 

 

ADDITIONAL INFORMATION:

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the 2009 Designated Neighborhood Sidewalk Replacement Program, 09-2009-002.  This improvement includes placement of Portland cement concrete sidewalks, four (4) inches thick, (six (6) inches thick at driveways and driveway approaches), six (6) inches thick at handicapped ramps, together with all appurtenances in a cooperative effort with the City of Des Moines Public Works Department, in accordance with the contract documents at various Neighborhood Infrastructure Rehabilitation Program (NIRP) eligible locations.  Sidewalk will be replaced at locations inspected by the Public Works Department.  Handicapped accessible ramps will also be constructed in the vicinity where sidewalks will be replaced.


 

The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.

ANTICIPATED ACTIONS AND FUTURE COMMITMENTS:

 

Anticipated actions include public hearing, receive and file bids, designate lowest bidder, and approve contract and bond; also partial payments to the contractor and final acceptance of work.
