AGENDA HEADING:
Approving
Professional Services Agreement with Calhoun-Burns
& Associates, Inc. for the City-Wide
Bridge Evaluation - 2009, not to exceed
$75,500.
SYNOPSIS:
Recommend
approval of the Professional Services Agreement with Calhoun-Burns &
Associates, Inc., Michael Vander Wert, President, 1500 30th Street,
West Des Moines, Iowa, 50266, for a total cost not to exceed $75,500, based on hourly
rates, to provide professional services for the City-Wide Bridge Evaluation – 2009.

ADDITIONAL INFORMATION:
The
City-Wide Bridge Evaluation – 2009 will provide for a detailed inspection of
seventy-eight bridges, viaducts, and culverts City-wide. The consultant will perform an in-depth field
inspection of each structure to determine its structural condition and identify
any needed repair or rehabilitation work.
Iowa Structure Inventory and Appraisal Sheets, in accordance with
the National Bridge Inspection Standards established by the Federal Highway
Administration, will be prepared for each structure. Load ratings for each structure will be
calculated based on the new load factor method.
A
comprehensive report identifying the condition of each bridge and providing
recommendations for repair, rehabilitation, and replacement for each structure,
and probable construction costs for a ten-year implementation plan will be
provided.
An RFP for these professional services was
advertised in the newspaper and posted on the City's web site. Three proposals were received in response to the
RFP. A selection committee composed of
representatives from the Public Works and Engineering Departments rated the
proposals. Calhoun-Burns &
Associates, Inc. was the unanimous selection of the committee based on their
qualifications, extensive State-wide experience with bridge inspection
programs, and established working relationship with the Iowa Department of
Transportation.
Staff
has negotiated a Professional Services Agreement with Calhoun-Burns &
Associates, Inc. for hourly rates not to exceed $75,500 to provide this
evaluation.
