AGENDA HEADING:

 

Ordering construction of the following:  S.E. 14th Street Widening at E. Indianola Avenue - Receiving bids, (6-30-09), and Setting date of hearing, (7-13-09).  (Construction Estimate - $291,825).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below.  This project will widen S.E. 14th Street south of E. Indianola Avenue intersection in order to add a second left turn lane for northbound traffic, providing dual left turn lanes for this approach to increase capacity and improve safety. 

 

 

FISCAL IMPACT:

 

Amount:  $291,825 City Engineer's Estimate

 

Funding Source:  2009-2010 CIP, Page Street-14, East Indianola Avenue Widening - S.E. 14th to Army Post, STR213, Being:  Iowa DOT Traffic Safety Funds under IDOT Agreement No. 2009-TS-014 (Maximum $500,000) for 100% construction contract costs only, which includes both S.E. 14th Street Widening at E. Indianola Avenue, estimated at $300,000 and E. Indianola Avenue Widening - S.E. 14th Street to S.E. 16th Court, estimated at $200,000.

 

 

ADDITIONAL INFORMATION:

 

On August 25, 2008, under Roll Call No. 08-1487, the City Council approved an Iowa Department of Transportation agreement for $500,000 in funding to be used for improvements to the intersection of S.E. 14th Street and E. Indianola Avenue to increase capacity and improve safety.  Two projects will utilize this funding, being:

 

  1. S.E. 14th Street Intersection Widening at E. Indianola Avenue.  This project will widen S.E. 14th Street south of E. Indianola Avenue intersection in order to add a second left turn lane for northbound traffic, providing dual left turn lanes for this approach.  The project will be funded with $300,000 of Traffic Safety Improvement Program funds.

 

  1. E. Indianola Avenue Widening from S.E. 14th Street to S.E. 16th Court which will include reconstruction of E. Indianola Avenue to provide a four or five lane roadway.  The Traffic Safety Improvement Program funding would be utilized to add a westbound left turn lane and right turn lane at S.E. 14th Street.  The project will be funded with $200,000 of Traffic Safety Improvement Program funds.

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the S.E. 14th Street Widening at E. Indianola Avenue, 06-2009-002.  The improvement includes construction of a second left turn lane by removal and replacement of curb and medians, pavement markings, and other incidental items; all in accordance with the City of Des Moines approved Urban Standard Specifications for Public Improvements and contract documents, including Plan File Nos.  497-001/043, located on S.E. 14th Street (US Highway 69) between E. Thornton Avenue and E. Indianola Avenue, Des Moines, Iowa.

 

The estimated construction cost is $291,825.  The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
