AGENDA HEADING:

 

Ordering construction of the following:  Southeast Connector Paving - S.W. 2nd Street to S.E. 6th Street - Receiving bids, (6-16-09), and Setting date of hearing, (7-13-09).  (Construction Estimate - $7,191,200).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of this improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below.  This project provides for the construction of the four-lane extension of the east/west segment of Martin Luther King Jr. Parkway across the Des Moines River to S.E. 6th Street.  Also included in the project is the reconstruction of S.E. 4th and S.E. 6th Streets from Raccoon Street to Scott Avenue to provide left turn lanes at the S.E. Connector.  This project is the second phase of street construction of the four-lane extension of the east/west segment of Martin Luther King Jr. Parkway across the Des Moines River to SE 14th Street (US 65/69), and includes all paving work to complete the pavement from the existing Martin Luther King Jr. Parkway across the Des Moines River to SE 9th Street.  The City of Des Moines has agreements with the Iowa Department of Transportation (IDOT) to provide Federal funding for construction. 

 

 

FISCAL IMPACT:

 

Amount:  $7,191,200 City Engineer's Estimate

 

Funding Source:  2009-2010 CIP, Page Street-35, Southeast Connector - S.W. Second to S.E. Sixth Street, STR214, being: 

 

·         $2,300,000 in Federal Transportation IA116, IA122, and IA080 Funds for up to 80% eligible construction  with $3,402,015.39 in Des Moines Tax Increment Bonds for the Local match on Division 1 work from SW 2nd  - SE 6th Streets funded under STR214, Page Street-35 with a transfer of $2,000,000 in  Des Moines Tax Increment Bonds from STR219, Page Street-36, Southeast Connector – S.E. Sixth to S.E 14th;

·         $1,284,764.61 in Federal Transportation FY09 Section 125 Earmark Funds for 100% eligible construction on Division 2 work on  SE 6th Street; and

·         $204,420.00 from Des Moines Water Works for Division 3 water main construction not Federal eligible.

 

 

ADDITIONAL INFORMATION:

 

On March 7, 2005, by Roll Call 05-530, the City Council approved execution of an Iowa Department of an IDOT Agreement for the Southeast Connector; and by Roll Call 05-531, the City Council approved the professional services agreement with Kirkham Michael & Associates, (Roger Helgoth, President, Omaha, NE).  In cooperation with City staff, the consultant team has completed design of the Southeast Connector Paving improvements from S.W. 2nd Street to S.E. 6th Street, which have been approved by the IDOT.  Also included in the project is the reconstruction of S.E. 4th and S.E. 6th Streets from Raccoon Street to Scott Avenue to provide left turn lanes at the S.E. Connector.  In accordance with the IDOT Agreement, IDOT agreed to advertise, receive, open, and tabulate the sealed bids on June 16, 2009.

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the Southeast Connector Paving - S.W. 2nd Street to S.E. 6th Street, 06-2009-006.  The improvement Includes construction of a Portland Cement Concrete pavement 10 inches thick on the Southeast Connector and 8 inches thick on S.W. Water,  S.E. 4th, and S.E. 6th Streets with various width pavements and medians; together with the necessary removals, earthwork, clearing, grubbing, erosion control, sidewalks, drivewalks, recreational trails, pavement subdrains, storm sewers, gatewell  structure, water mains, traffic controls, traffic signals, street lighting, retaining wall, intersection enhancements, landscaping, and irrigation system;  all in accordance with the contract documents including Plan File Nos. 502-001/219 on the Southeast Connector from S.W. 2nd Street to S.E. 6th Street, Des Moines, Iowa.

 

The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
