AGENDA HEADING:

 

Communication from the Chair of the Polk County Housing Continuum Board recommending that the City Council adopt the Board’s recommendations for the 2009 Supportive Housing Program Priorities.

 

 

SYNOPSIS:

 

This action adopts the priorities and procedures for development of the City’s 2009 Supportive Housing Program (SHP) application, as recommended by the Polk County Housing Continuum Board and the City Manager.

 

 

FISCAL IMPACT:

 

Amount:  N/A, at this time.

 

Funding Source: HUD Supportive Housing Program - Continuum of Care grant.

 

 

ADDITIONAL INFORMATION:

 

At their special meeting on April 1, 2009, the Polk County Housing Continuum (PCHC) Board adopted priorities and procedures for development of the 2009 Supportive Housing Program – Continuum of Care grant.  These priorities are based on a demonstrated need for more permanent housing units for homeless families, and the potential for insufficient funds for renewal of existing projects should new supportive services only or transitional housing projects be added this year.

 

The PCHC Board is recommending that the City Council adopt the following SHP priorities and procedures:

 

·      All renewal grant applications for existing projects receive high priority.

·      New grant applications be considered only for permanent affordable housing, or for permanent affordable housing with supportive services.  The only exception allowed would be for supportive services tied to a permanent affordable housing project.

·      The PCHC Executive Committee will appoint an independent scoring committee to be made up of local persons involved in the delivery of housing, supportive services, and/or administration of federal grant programs and will be trained to score the applications.  No committee members will be part of any organization seeking funding through the Continuum of Care application.

·      Agencies will receive copies of the scoring instrument before they submit their applications so that they will be aware of how their application will be scored.

·      Final recommendations and ranking for the projects will be presented to the full PCHC Board for approval.

·     The PCHC Board will submit the recommended projects and ranking for the C of C application to the City Manager for presentation and approval by the City Council.

 

The City Manager recommends that the City Council adopt the above priorities and procedures as recommended by the Polk County Housing Continuum Board.
