AGENDA HEADING:
Approval of agreement with Des Moines University (DMU), Gov. Terry Brandstad, President, 3200 Grand Avenue, Des Moines, IA 50309, and Accelerated Rehabilitation Services, Randolph Frieser, President, 2918 E. University Avenue, Des Moines, IA 50317, to provide occupational health services to City employees for the period of July 1, 2009 through June 30, 2012.
SYNOPSIS:
Recommend
approval to accept the committee’s recommendation by authorizing the Mayor to
execute agreements with DMU for clinic services, as defined in the Request for
Proposal (RFP) as component A, and with Accelerated Rehabilitation Centers for
physical therapy services, as defined in the RFP as component B, for the period
from July 1, 2009 through June 30, 2012.

Amount:
$322,000 ($228,000 capitated clinic services – DMU; $94,000 capitated physical
therapy – Accelerated Rehabilitation Centers).
The budgeted amount is $334,760.

ADDITIONAL
INFORMATION:
Since
March of 2003, DMU has provided occupational health services for City of Des
Moines employees, including clinic and physical therapy services. DMU’s current contract expires June 30, 2009
and a RFP for occupational health services was conducted for a three year
period beginning July 1, 2009.
The
RFP solicited proposals for clinic services and physical therapy. Clinic services include services like
pre-employment physicals, drug and alcohol tests, post-injury care, hearing
tests and return-to-duty evaluations.
Physical therapy services include post-injury physical therapy and work
conditioning rehabilitation.
Concentra
Health Centers and DMU submitted proposals for clinic services. Four companies, Concentra, DMU, Physiotherapy
Associates and Accelerated Rehabilitation Centers submitted bids for physical
therapy services. A committee
representing Police, Fire, Public Works, Airport and Parks reviewed all
proposals. Fifty percent of the scoring
was devoted to cost and the other half to qualitative criteria. DMU submitted the lowest cost bid for clinic
services as did Accelerated Rehabilitation for Physical Therapy. Accelerated also received the highest marks
in each qualitative criteria, but DMU received the highest ranking overall for
clinic services.
