AGENDA HEADING:

Ordering construction of the following: 2009 Expanded Street Resurfacing Program - Contract 1 - Receiving bids, (7-14-09), and Setting date of hearing, (7-27-09). (Construction Estimate - $1,122,600).

SYNOPSIS:

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below. This project provides for full depth patching, scarification of existing asphalt streets, and hot mix asphalt (HMA) overlay of residential streets citywide. The project addresses citizen concerns regarding the condition of city streets by preserving deteriorating infrastructure.

FISCAL IMPACT:

Amount: $1,122,600 City Engineer's Estimate

Funding Source: 2009-2010 CIP, Page Street-42, Special City-wide Street Improvements, STR217, Being: Gaming Monies from the Agreement with Polk County and The Racing Association of Central Iowa

ADDITIONAL INFORMATION:

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the 2009 Expanded Street Resurfacing Program - Contract 1, 06-2009-019. The improvement includes scarification of existing asphalt streets, furnish and place Hot Mix Asphalt (HMA) and other incidental items in accordance with the contract documents, including Plan File Nos. 506-008/016 at the following locations in Des Moines, Iowa:

• E. 17th Street from E. Grand Avenue to Lyon Street

• E. 24th Street from Guthrie Avenue to E. Hull Avenue

• 29th Street from Grand Avenue to Forest Drive

• E. 40th Street from E. Douglas Avenue to E. 39th Court

• 46th Street from Aurora Avenue to Twana Drive

• Bel Aire Road from Lower Beaver Road to 890’ East of Lawnwoods Drive

• Brentwood Drive from River Oaks Drive to Cul-de-sac West

• Burlington Terrance from Chautauqua Parkway to Nash Drive

• Carpenter Avenue from 39th Street to 360’ East of 39th Street

• Chautauqua Parkway from Hickman Road to Stephenson Way

• Douglas Avenue from 12th Street to 16th Street

• Gilmore Avenue from 28th Street to 30th Street

• Harwood Drive from 42nd Street to Polk Boulevard

• Harwood Drive from Polk Boulevard to Woodland Avenue

• Lyon Street from E. 25th Street to E. 29th Street

• Sandahl Avenue from North Union Street to E. 8th Street.

The estimated construction cost is $1,122,600. The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.

Anticipated actions include public hearing, receive and file bids, designate lowest bidder, and approve contract and bond; also partial payments to the contractor and final acceptance of work.
