AGENDA HEADING:

 

Approval of 2009 Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program:  Local Solicitation grant application and Memorandum of Understanding with the County of Polk and Cities of Urbandale and West Des Moines.

 

 

SYNOPSIS:

 

Recommend approval of the Des Moines Police Department’s grant application from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance.  The Des Moines Police Department will be using the funds to design electronic police report forms and implement an automated field reporting system as well as remote cameras for combating street crimes.  The grant funds will assist in the creation of a new K-9 program for the Urbandale Police Department.  West Des Moines is purchasing thirteen tactical vests for their Suburban Emergency Response Team (SERT) and the Polk County Sheriff’s office will be using the funds to augment funds received from the Recovery Act Justice Assistance Grant to implement an automated license plate reader program.

 

Approval is recommended for signing of the Memorandum of Understanding identifying the City of Des Moines as the official applicant and fiscal agent.

 

This grant is in addition to the 2009 Recovery Act:  Edward Byrne Memorial Justice Assistance Grant (JAG).

 

 

FISCAL IMPACT:

 

The total award amount of $339,826,

 with allocations to the County of Polk and Cities of Des Moines, Urbandale and West Des Moines, is determined on a formula calculation based on a requirement that units of local government must have submitted to the FBI at least three years of Uniform Crime Report (UCR) data during the most-recent ten-year period for which UCR data is available.

 

Amount:  $339,826.  There is no match requirement for this grant.

ADDITIONAL INFORMATION:

 

The Department of Justice, Bureau of Justice Assistance has allocated a total of $339,826.  The Cities and County have agreed on the individual funding allocations as determined by the Bureau of Justice Statistics (BJS):

 

County of Polk                            $21,920

City of Des Moines                    $286,229

City of Urbandale                        $12,091

City of West Des Moines            $19,586

 

The Department of Justice, Office of Justice Programs, Bureau of Justice Assistance has deemed that our grant award is contingent on a Memorandum of Understanding signed by the Authorized Representative of each jurisdiction designating the City of Des Moines to be the official applicant for the Justice Assistance Grant and to act as the fiscal agent for the Justice Assistance Grant Award

 

The grant period is from October 1, 2008 to September 30, 2012.
