AGENDA
HEADING:
Resolution approving goals for the 2010-2014 U.S.
Housing and Urban Development Consolidated Plan for Federal Entitlement Funds
and Notices of Funding Availability for the 2010-2011 program years.
SYNOPSIS:
Approval of goals for the 2010-2014 Consolidated
Plan for Affordable Housing Strategy, submitted by the Neighborhood
Revitalization Board (NRB); and authorization to issue Notices of Funding
Availability (NOFAs) to receive proposals for projects and activities to
address the goals in the plan.
FISCAL
IMPACT:
Annual allocation estimates for Program Year 2010 and
Program Year 2011 funding for the three entitlement programs are: Community
Development Block Grant (CDBG) - $4 million; Home Investment Partnership
Program (HOME) - $1 million; Emergency Solutions Grant (ESG) - $190,000. The
actual award amounts could vary significantly from the estimates, depending on
congressional action.

ADDITIONAL
INFORMATION:
The 2010-2014 HUD Consolidated Plan
is a five-year strategy with annual action plans that identify low to
moderate-income housing and community development needs. The one-year action plans seek to fund
proposals with specific outcomes that will implement and further the long-term
goals of the five-year strategy. The NRB
is making the following recommendations for the 2010-2014 Consolidated Plan:
The NRB will review proposals and hear agency
presentations on September 22, 23, 24, 2009 and will finalize their
recommendation to the City Council on September 26, 2009.
Beginning on September 28, 2009, the City Council is
scheduled to set a 30-day public review period and public hearing and refer the
funding recommendations to the City Manager. The 2010-2014 Consolidated Plan
and the funding for the 2010/2011 program years are scheduled for approval on
November 9, 2009, and then will be forwarded to HUD 45 days before the start of
the City’s program year on January 1, 2010.
Eleven NOFAs will be published on June 26, 2009, to
request program proposals that will support the goals of the 2010- 2014
Consolidated Plan. The notices are
available for download from the City’s website or by request from the Community
Development Department. The NOFAs
request proposals that will meet housing and community development needs are in
