AGENDA HEADING:
Resolution
Scheduling Hearing on Voluntary Annexation of 843 NW Aurora Avenue, and
Approving Agreement for Immediate Connection to the City Sewer System.
SYNOPSIS:
Recommend
approval of the voluntary annexation of 843 NW Aurora Avenue and approval of Agreement
for immediate connection to the City’s sewer system.

ADDITIONAL INFORMATION:
The
City of Des Moines has received an application for voluntary annexation from
William F. Franklin and Roxanna Franklin, seeking voluntary annexation of their
home at 843 NW Aurora Avenue. William
and Roxanna Franklin have further requested permission for the property to
receive immediate service from the City sewer system. William and Roxanna Franklin have agreed to
the terms and conditions set forth in the proposed Agreement and Covenant Regarding Sewer Service Outside
Des Moines City Limits. This proposed
Agreement and Covenant Regarding Sewer
Service Outside Des Moines City Limits allows
the immediate provision of City sewer service to the property pending
completion of the annexation. The City
Manager recommends that such service be provided upon the terms and conditions
set forth in the Agreement and
Covenant Regarding Sewer Service Outside Des Moines
City Limits.
The
private sanitary disposal system for the property at 843 NW Aurora Avenue has
failed. Polk County has notified the
owners of this property, William and Roxanna Franklin, that the sanitary
disposal problem must be corrected within two weeks. The property owners feel that connection to
the sanitary sewer is best solution available to them. There is an existing sanitary sewer along the
south side of Aurora Avenue that was constructed in 1956. This sanitary sewer can provide service to
843 NW Aurora Avenue. There is no
connection fee associated with this established sanitary sewer. The residents will pay sanitary sewer fees to
the City of Des Moines based upon their water usage. Until such time that the property is annexed
into the City of Des Moines, the owners will be charged sanitary fees at twice
the rate of a current City of Des Moines property. After annexation is finalized, sanitary fees
will be charged at the normal City of Des Moines rate.
