AGENDA HEADING:
Ordering construction of the
following: S.E. 5th Street Sidewalk from
E. Miller Avenue to E. Watrous Avenue - Receiving bids, (7-28-09), and Setting
date of hearing, (8-10-09). (Construction Estimate -
$56,765).
SYNOPSIS:
Recommend the City Council
proceed with construction of the improvement and set dates to receive bids and
hold a public hearing, as required by Iowa Code, utilizing the method of
financing referenced below. The
construction of this sidewalk was identified as a high priority by the South
Park Neighborhood Association due to the lack of a continuous sidewalk along
S.E. 5th Street. Community Development
Block Grant (CDBG) funding for 50% of the cost of the project normally assessed
to the property owners has been approved. Also included in this project is the
construction of a small section of sidewalk on the east side of Fleur Drive
from McKinley Avenue to 150 feet north to fill in a gap in the existing
sidewalk.

Funding Source: 2009-2010 CIP, Page Sidewalk-7, School Routes
and Priority Sidewalks, STR081, Being: $30,265
in G. O. Bonds from STR081 and $26,500 in Community Development Block Grant
(CDBG) funds from NDD-South Park Neighborhood Sidewalk, CDBG2008053
ADDITIONAL INFORMATION:
The Engineering Department
has prepared plans, specifications, form of contract documents, and City
Engineer’s estimate for the construction of the S.E. 5th Street Sidewalk from
E. Miller Avenue to E. Watrous Avenue, 09-2009-001. The improvement includes construction of
Class “B” and Class "C" Portland cement concrete sidewalk four (4)
inches thick, (six(6) inches through driveways), together with all
appurtenances in accordance with the contract documents, including Plan File
Nos. 506-020/027 at the following locations:
• S.E. 5th Street from E. Miller
Avenue to E. Watrous Avenue (west side)
• Fleur Drive from McKinley
Avenue to 150 feet north (east side).
The estimated construction
cost is $56,765. The proposed plans,
specifications, and form of contract documents are available for public
inspection in the City Engineer's Office.

Anticipated actions include
public hearing, receive and file bids, designate lowest bidder, and approve
