AGENDA HEADING:

 

Ordering construction of the following:  E. McKinley Avenue Widening - South Union Street to S.E. 5th Street - Receiving bids, (7-21-09), and Setting date of hearing, (8-10-09). (Construction Estimate - $1,653,985).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below. On April 6, 2009, the City Council approved an Iowa Department of Transportation Agreement for Federal Stimulus project funding under the American Recovery and Reinvestment Act (ARRA) of 2009 for 100% of construction costs to a maximum amount of $1,400,000 for E. McKinley Avenue Widening from South Union Street to S.E. 5th Street.  The proposed improvements include reconstructing E. McKinley Avenue to a three-lane roadway to provide a through lane in each direction and a center two-way left-turn lane.

 

 

FISCAL IMPACT:

Funding Source:  2009-2010 CIP, Page Street-23, McKinley Avenue Widening - Fleur Drive to E. Indianola Avenue, STR212, Being:  $1,396,685 in Federal Stimulus Funds from ARRA of 2009 (100% of construction costs, $1,400,000 maximum) and $257,300 from Des Moines Water Works for water main construction.

 

 

ADDITIONAL INFORMATION:

 

A number of transportation related projects were submitted to and approved by the Des Moines Area Metropolitan Planning Organization Executive Committee at their January 29, 2009 meeting for funding under the ARRA of 2009.  The funding request for E. McKinley Avenue Widening from South Union Street to S.E. 5th Street was approved.  The Iowa Department of Transportation prepared an agreement for the proposed improvement, which was approved by the City Council on April 6, 2009, by Roll Call Number 09-517.  The receipt of these funds and other transportation stimulus funds, has allowed an acceleration of street projects.  The local share of transportation stimulus funds must be funded from existing street CIP funds.

 

On October 11, 2004, by Roll Call No. 04-2157, City Council approved the McKinley Avenue Corridor Study.  The study looked at existing conditions, analyzed the projected traffic, obtained public input and made recommendations regarding number of lanes, intersection improvements, sidewalks, drainage and priorities between Fleur Drive and E. Indianola Avenue.  Through the public input process, area residents advised that they wanted to retain the residential neighborhood character and were opposed to improving the entire length of the corridor with a three- or four-lane section, due to width of right-of-way required and overall travel speed.  The final recommendation includes a combination of two- and three-lane sections.  There are six proposed segments that can be constructed in phases.  The segment of McKinley Avenue between South Union Street and S.E. 5th Street was identified as the highest priority project during the corridor study.  The proposed improvements include reconstructing McKinley Avenue to a three-lane roadway to provide two-way left-turn lanes.

 

In 2007, the intersection of S.E. 5th Street and E. McKinley Avenue was reconstructed to widen both roadways to a three-lane section, to provide left-turn lanes.  The proposed widening project will begin approximately four hundred feet west of S.E. 5th Street at the end of the intersection reconstruction, and continue westerly to approximately four hundred feet east of South Union Street.  It is anticipated that the reconstruction of the intersection of South Union Street and McKinley Avenue to provide left-turn lanes will be the next highest priority project.

 

The Engineering Department has prepared plans, specifications, form of contract documents and City Engineer’s estimate for the construction of the E. McKinley Avenue Widening - South Union Street to S.E. 5th Street, 06-2007-002.  The improvement includes widening and the reconstruction of E. McKinley Avenue with 10-inch thick full-depth portland cement concrete; together with pavement removal, excavation, water main construction, storm drainage, subdrain, subbase placement, driveways, sidewalks, sodding and miscellaneous associated work, including cleanup; in accordance with the contract documents, including Plan File Nos. 497-045/128, on E. McKinley Avenue between South Union Street and S.E. 5th Street, Des Moines, Iowa.

 


The estimated construction cost is $1,653,985.  The proposed plans, specifications and form of contract documents are available for public inspection in the City Engineer's Office.
