AGENDA HEADING:

 

Ordering construction of the following:  Bell Avenue Paving - Druid Hill Drive East to Dead End - Receiving bids, (7-28-09), and Setting date of hearing, (8-10-09). (Construction Estimate - $395,000).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below.  On March 3, 2009, the City Council adopted the Resolution of Necessity for street improvements on Bell Avenue from Druid Hill Drive east to the Dead End.  Property owners on this street had previously submitted petitions to the City Council requesting that the street be paved.

 

 

FISCAL IMPACT:

 

Amount:  $395,000, City Engineer's Estimate

 

Funding Source:  2009-2010 CIP, Page Street-6, City-wide Paving Program, STR013, Being: 

$52,135.01 from special assessments against benefited property owners and $342,864.99 in G. O. Bonds.

 

 

ADDITIONAL INFORMATION:

 

Petitions for Bell Avenue Paving from Druid Hill Drive east to Dead End were received by the City Council on November 10, 2008.   On January 29, 2009, the property owners on Bell Avenue, subject to special assessments, were sent a mailing which contained general information about the street paving procedure and each owner's estimated assessment, and invited the property owner to an informational meeting with Engineering staff.  The informational meeting was held on February 16, 2009 in the City Council Chambers, during which the property owners had the opportunity to ask questions and provide input to staff on the design.  Staff also informed the property owners about the City’s Special Assessment Subsidy Program and the process to submit petitions for or against the paving to provide Council with information on the wishes of the neighborhood.

 

Pursuant to Iowa Code, Section 384.51, the City Council met as specified in the published notice to property owners, after hearing all objections and endorsements and after considering all written objections, adopted the Resolution of Necessity for construction of the following improvements on March 9, 2009, under Roll Call Number 09-418:

 

 

The Engineering Department has prepared plans, specifications, form of contract documents and City Engineer’s estimate for the construction of the Bell Avenue Paving - Druid Hill Drive East to Dead End, 06-2009-010.  The improvement includes construction of street paving twenty-six feet wide B/B with portland cement concrete six inches thick with integral curb, pavement removal, storm sewer, subdrains, water services, driveways, retaining walls, together with the necessary surface restoration on Bell Avenue from Druid Hill Drive east to Dead End, Activity ID 06-2009-010, Schedule No. 2009-01.

 

The estimated construction cost is $395,000.  The proposed plans, specifications and form of contract documents are available for public inspection in the City Engineer's Office.
