AGENDA HEADING:
Approval of
first amendment to 28E Agreement between Polk County and City of Des Moines for
Weatherization Assistance Program Services.
SYNOPSIS:
Staff
recommends approval of the amended
Chapter 28E agreement by and between Polk County and the City of Des Moines for
Weatherization Assistance Program services.
Under this agreement, Polk County will continue to provide
weatherization services for residents of the City of Des Moines. The eligible reimbursements to the City of Des
Moines and the 28E agreement shall terminate without further action on June 30,
2011.
FISCAL IMPACT:
Amount: $55,000 (revenues) - Provides funding for staffing in the Community Services Division of
the Community Development Department.

ADDITIONAL INFORMATION:
The State of Iowa, through the Iowa Department of
Human Rights, Division of Community Action Agencies, DCAA, provides for federal
revenue sharing programs providing for energy assistance, inspection of housing
for and implementation of various energy conservation measures, including
furnace repair or replacement, and insulation installation for eligible
residents. On September 19, 2005 Polk
County and the City of Des Moines entered into a Chapter 28E agreement
consolidating Weatherization Assistance Programs of Polk County and the City of
Des Moines.
The
amended 28E Agreement, effective July 1, 2009, provides for a termination date
of June 30, 2011 and that the City will receive payments of 5% of eligible
reimbursement for each completed weatherization assistance program project
within the City limits of the City, not to exceed $55,000 per fiscal year. Either party may terminate the 28E agreement with
a 90 day notice.
