Approving Change Order No. 10 with
Cramer and Associates, Inc. for additional work on the Center Street Pedestrian
(Riverwalk) Bridge for a total not to exceed $39,981,
and Approving Change Order No. 11 with Cramer and Associates, Inc. for
additional work on the Center Street Pedestrian (Riverwalk) Bridge for a total
not to exceed $222,710.61.
SYNOPSIS:
Recommend Council approval of Change Order No. 10 in an amount not to
exceed $39,981, and Change Order No. 11 in an amount not to exceed $222,710.61,
with Cramer and Associates, Inc., Robert Cramer, President, 5600 Brookside Drive,
Grimes, IA, 50111, for additional work on the Center Street Pedestrian
(Riverwalk) Bridge.

ADDITIONAL INFORMATION:
Change Order No. 10
reflects costs related to the revision of the lighting under the glass walkway
based upon required tests done on the glass mockup. The changes include twelve additional
lighting fixtures and revised lighting mounting brackets, both of which provide
more uniform glass lighting than the original configuration layout. Subcontractors involved with this work propose
to provide the additional fixtures and new mounting brackets at cost to
minimize the impact on the project budget.
The original design and bid project included $565,000 for lighting. During the mock-up review the lighting
through the glass walkway was not uniform.
By changing the placement of the fixtures and adding twelve fixtures, a
more desirable and uniform lighting effect will be provided. The increased cost of $39,981 has been
recommended by the design team and approved by Principal Financial Group.
Change
Order No. 11 includes construction of the pedestrian underpass, floodgate and
related improvements at the east end of the Center Street Pedestrian
Bridge. This work had not been included
in the original contract, to limit bridge project costs. The original bridge bid documents included
temporary work, including trail connection and temporary floodwalls, which
would eventually be removed for the completion of the trails and levee areas. The intention was to include the pedestrian
underpass and floodgate in a future project, once funding was identified for
the follow-on construction. The Center
Street Pedestrian Bridge construction has experienced steel fabrication
delays. Funding has now been identified
for the final work. This additional
funding will allow the next phase to be started in 2010. Given the delays in the current project
construction schedule, it is now impractical to follow the original plan to
defer the permanent construction. This
plan now amounts to constructing temporary work, only to demolish it in less
than a year to construct the permanent facility, ultimately resulting in
increased costs. This change order will
eliminate the temporary work and construct the final pedestrian underpass and
floodgate. The new floodgate will
provide a reliable barrier in the event of another flood event. With the floodgate in place, a temporary closure
and additional flood fighting efforts will not be necessary, as in 2008. Final construction of trail connections and
replacement of the existing floodwall adjacent to the Armory Building will be
included in a project funded with I-Jobs, State Recreation Trail and City funds,
to be bid in Spring 2010.
