AGENDA HEADING:

 

Approving a Grant Agreement between the City of Des Moines (SUBGRANTEE) and State of Iowa Homeland Security and Emergency Management Division for the FFY08 Homeland Security Grant Program (HSGP).

 

 

SYNOPSIS:

 

Recommend approval of the FFY08 Homeland Security Grant agreement.  The City of Des Moines, acting on behalf of LEIN Region 5 will receive grant funding from the State Homeland Security Program (SHGP).  This is the fifth year Des Moines has received this grant.

 

 

FISCAL IMPACT:

 

Amount:  The grant award from the State of Iowa Homeland Security and Emergency Management Division is $300,352.34.  There is no requirement for a local match.

 

Funding Source:  Grant proceeds will be deposited into SP751, POL980540, HSGP Grant, page 252, 2010 Operating Budget

 

 

ADDITIONAL INFORMATION:

 

This grant award will be administered by the City of Des Moines Police Department for the twenty county area referred to as Law Enforcement Intelligence Network (LEIN) Region 5.  This is a continuation of a collaborative effort coordinated with other local, state, and federal law enforcement agencies to share and analyze terrorism related intelligence data.  The recipient agrees that funds will enhance local fusion centers and must support the development of a statewide fusion process that corresponds with the Global Justice/Homeland Security Advisory Council (HSAC) Fusion Center guidelines and achievement of a baseline level of capability as defined by the Fusion Capability Planning  Tool.  The grant period will be from 04/01/2009 through 05/31/2011.

 

Grant proceeds will be used to fund the following:

·         Personnel (four positions)          $248,372.47

*Note:  These are not new positions.  Three City of Des Moines employees were originally hired under the first year of the grant.  The fourth position is a Polk County employee.   

·         Vehicle Expenses                           $8,400.00                              

·         Office supplies                               $8,000.00

·         Overtime                                        $5,000.00

·         Equipment                                    $19,660.89

·         Tabletop Exercise                           $1,396.80                              

·         Training                                        $11,654.17

TOTAL                                      $300,352.34

Action:  2004 Law Enforcement Terrorism Prevention Program Grant; $431,035 utilized directly by the City of Des Moines and $506,773 retained by Iowa HLSEM at the request of the City of Des Moines.  The Council authorized the Mayor and Chief of Police to sign Grant Agreement FY2004-LETPP-LEIN5-05.
