AGENDA HEADING:

and authorizing the execution of Iowa Department of Transportation (IDOT)
Change Order No. 22 to Ingersoll Run Phase 2 Storm Sewer Outlet not to exceed
City cost of $41,480.07.
SYNOPSIS:
Approval of Change Order No. 22
as prepared by IDOT in the amount not to exceed $94,769.20, for the cost to
remove and replace a retaining wall that was in conflict with construction of
water main and sanitary sewer services, replace patterned sidewalk, additional
arch storm sewer and additional 12-inch filter sock for erosion control.

ADDITIONAL INFORMATION:
On December 17, 2007, under Roll Call No. 07-2358,
the City Council approved a Preconstruction Agreement with IDOT for Ingersoll
Run Phase 2 Storm Sewer related to I-235, where the City will reimburse IDOT an
estimated 55% of the storm sewer cost, 100% for any enhanced storm capacity,
and 100% of sanitary sewer cost, with the repayment to begin in FY 2007-08. As part of this agreement, change orders
exceeding $25,000 in additional City contribution are to be approved by the Des
Moines City Council.
Sections of the existing Portland Cement Concrete (PCC)
retaining wall on High Street and Woodland Avenue were in conflict with the
construction of the water main and sanitary sewer services. The retaining wall will need to be replaced
with PCC integral sidewalk and retaining wall.
Des Moines Water Works has agreed to pay for 50% of the retaining wall
only, not the sidewalk section on Woodland Avenue from 31st to 32nd
Street. The estimated cost for Des
Moines Water Works is $19,350.90. The
remaining costs for the retaining wall and sidewalk are included in the amount
to be split 55% City and 45% IDOT.
The City will pay 55%, with IDOT paying 45%, of the
rest of the change order items. A 2-foot
by 2-foot section of a patterned sidewalk was removed during construction, and
the property owner wanted the hand-tooled pattern sidewalk section replaced. 21.8 lineal feet of 59-inch by 36-inch arch
storm sewer pipe was not included as a pay bid item and the arch pipe is necessary
to complete the storm sewer reach. Additional
12-inch filter socks for erosion control are needed to prevent soil from
eroding into storm water intakes. The
18-inch filter socks are not needed and are being deleted from the project.
The change order has been reviewed by the City’s
representative, Veenstra and Kimm, Inc., and found to be reasonable. The City’s share of Change Order No. 22 is
$41,480.07, Des Moines Water Works’ share is $19,350.90, and the IDOT share is
$33,938.23. The total change order is
for $94,769.20.
