AGENDA HEADING:
Authorization to acquire the necessary right-of-way and easements
for the East 33rd Street and Easton Boulevard Intersection
Improvements Project by gift, negotiation, or eminent domain.
SYNOPSIS:
Recommend Council authorization to acquire necessary right-of-way
for the East 33rd Street and Easton Boulevard Intersection
Improvements Project. This project will
improve traffic capacity on both East 33rd Street and Easton
Boulevard and also increase the safety of this intersection. This action is required by Iowa law before
the City can initiate the right-of-way acquisition process under eminent
domain.
FISCAL IMPACT:
Amount: $5,000 total estimated right-of-way acquisition and closing costs.
Funding Source: 2008-09 CIP, Page Street-15, E. 33rd
and Easton Boulevard Intersection Improvements, STR234, G.O. Bonds
ADDITIONAL
INFORMATION:
In July of 2007, City Council authorized that an
application be submitted to the Iowa Department of Transportation (IDOT) for E.
33rd Street and Easton Boulevard Intersection Improvements. The IDOT has approved $400,000 for these
intersection improvements. The remaining
costs, including design, inspection, and construction administration, are to be
funded by the city. The total city cost
is estimated to be $150,000.
The proposed improvement consists of widening the east and
west legs of Easton Boulevard at E. 33rd Street to a 37’ wide
roadway, and re-striping all four approaches to provide left-turn lanes on each
leg. The north approach, which currently
has an “intersection throat” width of 54’, will be reduced to 37’ wide. The existing traffic signals will be
replaced. Signal/utility poles will be
set back to provide a 10’ clear zone.
Overhead mast-arm mounted signals with back plates will be installed on
all approaches, along with countdown pedestrian signal indications for all
crosswalks. Left-turn signals with
protected/ permissive phasing will be installed for the Easton Boulevard
approaches. The signals will be
interconnected via fiber optic cable into the city’s east side system.
The project can be constructed within existing right-of-way
except for some minor additional right-of-way needs at the intersection to
accommodate the project improvements.
Total estimated right-of-way acquisition costs should be under $5,000.
