AGENDA HEADING:

 

Ordering construction of the following:  Army Post Road Widening - S.W. 9th Street to S.E. 5th Street - Receiving bids, (11-17-09), and Setting date of hearing, (12-7-09).  (Construction Estimate - $2,072,906.75).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of this improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below.  On April 20, 2009, the City Council approved an Iowa Department of Transportation (IDOT) Agreement for Federal Stimulus project funding under the American Recovery and Reinvestment Act (ARRA) of 2009 for a maximum amount of $1,000,000 for Army Post Road Widening from S.W. 9th Street to S.E. 5th Street.  Previously, the City Council had approved two agreements with the IDOT for Traffic Safety Improvement Program funding for this project for a maximum amount of $1,000,000.  The proposed improvements include widening Army Post Road to a five-lane roadway to provide two through lanes in each direction and a center two-way left-turn lane.

• $1,000,000 maximum in Federal Stimulus Funds under the American Recovery and Reinvestment Act of 2009 under agreement ESL-1945(758)--7S-77 

• $500,000 maximum in Iowa DOT Traffic Safety Funds under agreement CS-TSF-1945(731)--85-77 for Army Post Road Widening from SW 9th Street to South Union Street

• $500,000 in Iowa DOT Traffic Safety Funds under agreement CS-TSF-1945(713)--85-77 for Army Post Road Widening from  South Union Street to SE 5th Street

• $72,906.75 in G.O. Bonds from 2009-10 CIP, Page Street-4, Army Post Widening – S.E. 5th to S.W. 9th, STR229

 

 

ADDITIONAL INFORMATION:

 

On October 23, 2006, Council approved and authorized the execution of an IDOT agreement for Army Post Road Widening from South Union Street to S.E. 5th Street.  This agreement provided $500,000 in Traffic Safety Improvement Funds for this segment of the project.  On September 24, 2007, City Council approved and authorized the execution of the IDOT agreement for Army Post Road widening from South Union Street to S.W. 9th Street.  This agreement also provided $500,000 in Traffic Safety Improvement Funds for this segment of the project.  These two segments will be combined into one project for construction from S.E. 5th Street to S.W. 9th Street.

 

A number of transportation-related projects were submitted to and approved by the Des Moines Area Metropolitan Planning Organization Executive Committee at their January 29, 2009 meeting for funding under the American Recovery and Reinvestment Act of 2009.  The funding request for Army Post Widening Project – S.E. 5th Street to S.W. 9th Street was approved, and IDOT prepared Agreement No. 01-09-ESP-035 for Federal Stimulus funds up to a maximum amount of $1,000,000 for Army Post Road Widening from S.E. 5th Street to S.W. 9th Street, which was approved by the City Council on April 20, 2009.  This project will improve traffic capacity and increase the safety on Army Post Road within the project limits.

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the Army Post Road Widening - S.W. 9th Street to S.E. 5th Street, 06-2009-005.  The improvement includes the construction of a center two-way left-turn lane by the removal and replacement of curbs, placement of  9-inch Portland cement concrete pavement base widening with a 3-inch HMA overlay, median modifications, storm drainage, subdrain, subbase placement, driveways, sidewalks, traffic signal construction at S.E. 3rd Street, pavement markings, sodding and miscellaneous associated work including cleanup; all in accordance with the contract documents, including Plan File Nos. 507-001/126, located on Army Post Road between S.W. 9th Street and S.E. 5th Street.

 

The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
