AGENDA
HEADING:
Approval of and direction of Mayor to sign a service
contract with RCC Consultants Incorporated, 2425 Millcreek Ct. Tallahassee,
Florida 32308, Mike Hunter, President to contract for Radio Interoperability
Consulting Services during Phase 2 of the construction of the Metro
Interoperability Communications System.
SYNOPSIS:
Recommend approval for Council to direct the Mayor to sign a
service contract with RCC Consultants for Radio Interoperability Consulting
Services to contract for Radio Interoperability Consulting Services during
Phase 2 of the construction of the Metro Interoperability Communications
System.
RCC Consultants Inc. was contracted by the City to assist the
Police Department, Fire Department, Polk County Sheriff’s Office and WestCom Communications to construct a Request for Proposal
V09-123 and to identify qualified vendors to construct the Metro
Interoperability Communications System. This system will allow all public
safety agencies in Polk County and some agencies in Dallas and Warren Counties
to communicate in an emergency mobile radio environment.
On October 12, 2009 council approved Tait
Mobile Communications of Houston Texas as the successful vendor to construct
the Metro Interoperability Communications System. Staff is in the process
of negotiating a contract with Tait Mobile
Communications and this contract will appear on a future council agenda.
Because RCC Consultants has been associated with all aspects of this project,
it is the desire of staff to contract with RCC again for the second phase of
the project.

INFORMATION:
On April 7, 2008 Roll Call number 08-618 The City
Council approved the Chief of Police to negotiate a contract with RCC
Consultants Incorporated 2425 Millcreek Ct. Tallahassee, Florida 32308
President Mike Hunter to assist the City in implementing Phase 1 of the Radio
Interoperability Grant with the Department of Justice, Community Oriented
Policing Services Grant. A contract was completed and approved by the Council
on May 5, 2008.
RCC Consultants has completed the work for the City
as delineated in their phase 1 contract. Part of that contract involved the
identification of a qualified Radio Interoperability Communication Company to
actually construct the Simulcast radio system (Metro Interoperability
Communications System) desired by the City and Polk County. A vendor has been chosen and approved by the
Council. The company is Tait Communications of Houston, Texas. A new contract dialogue
will need to be initiated. The contract negotiations are planned for the second
phase of the project. City staff will need a qualified consultant to assist
with constructing the agreement, obtaining FCC licensing, monitoring system
construction and advising on operational procedures.
RCC Consultants close association with this project
makes them uniquely informed of the project’s progress and what needs to be
completed to finalize the system operations. A services contract has been created and RCC
Consultants have signed this agreement.
The Des Moines Police and Fire Departments in
association with the Polk County Sheriff’s Office requests the City Council
approve the service agreement, direct the Mayor to sign said agreement, and
have the City Clerk to attest to his signature.
