AGENDA HEADING:

 

Hearing on Police Academy HVAC Upgrade:  Resolution approving plans, specifications, form of contract documents, engineer’s estimate, receive and file bids and designating lowest responsible bidder as Brockway Mechanical & Roofing Company, Inc., Mark J. Brockway, President & CEO, 5805 Enterprise Drive, Grimes, IA  50111, $92,470.

 

 

SYNOPSIS:

 

This is a public hearing to allow for public input on the Police Academy HVAC Upgrade and take the necessary actions as required by Iowa Code to authorize a contract for construction of the proposed project.  This project will replace the existing 30-year old HVAC equipment at the Police Academy with new energy efficient heating and cooling units.

 

 

FISCAL IMPACT:

 

Amount:  $92,470 Construction Contract ($135,000 City Engineer's Estimate)

 

Funding Source:  2009-2010 CIP, Page Building-13, HVAC, Electrical, and Plumbing Improvements, BLD074, G. O. Bonds.

 

 

ADDITIONAL INFORMATION:

 

On October 12, 2009, under Roll Call No. 09-1830, the City Council received and filed plans, specifications, form of contract documents and City Engineer's estimate for the construction of the Police Academy HVAC Upgrade.  Before the City Council can enter into a contract, it must hold a public hearing and approve the proposed plans, specifications and form of contract documents and engineer's estimate for the construction of the Police Academy HVAC Upgrade, 10-2009-006.  The improvement includes the replacement of two existing roof top units (RTU) with six new units.  The installation of the new units necessitates the replacement of the acoustical lay-in ceiling in the main hallway.  The work will be performed at the Des Moines Police Academy at 433 E. Army Post Road, Des Moines, Iowa  50315.  Energy cost savings resulting from these improvements are expected to be $10,000 to $15,000 per year. 

 

Sealed bids for said improvement were submitted by the following bidders:

 

Brockway Mechanical & Roofing Company, Inc., Grimes, IA

Corn States Sheet Metal Fabricators, Inc., West Des Moines, IA, Bid read under advisement

Air-Con Mechanical, Corp., Des Moines, IA

Stroh Corporation, Des Moines, IA

Central Iowa Mechanical Co., Des Moines, IA

The Waldinger Corporation, Des Moines, IA

Excel Mechanical Company, Inc., Des Moines, IA

Proctor Mechanical Corporation, West Des Moines, IA

 

The bids were received and opened at a public meeting presided over by the City Engineer in the City Council Chambers, 2nd Floor, City Hall, 400 Robert D. Ray Drive, Des Moines, Iowa  50309, at 11:00 a.m. on October 27, 2009.

 

The City Engineer has determined that the lowest responsive, responsible bid for the construction of said improvement was submitted by Brockway Mechanical & Roofing Company, Inc., and said bid should be accepted.  The Finance Director has determined that funds are available for said improvement, as stated above.
