AGENDA HEADING:

Approving Change Order No. 2 (not to exceed $80,236) and Change Order No. 3 (not to exceed $86,257.94) with United Contractors, Inc. and Subsidiaries, for additional work on the Southeast Connector – Des Moines River Bridge with Levee, Sanitary Sewer, and Water Main Relocation.

SYNOPSIS:

Recommend approval of Change Order No. 2 in an amount not to exceed $80,236 for the removal of boulders from various bridge pier footings, and Change Order No. 3 in an amount not to exceed $86,257.94 for the installation of additional reinforcing steel, with United Contractors, Inc. and Subsidiaries, Gary Sandquist, President, 6678 N.W. 62nd Avenue, Johnston, Iowa, 50131.

FISCAL IMPACT:

Amount:  $80,236.00 (Change Order No. 2) and $86,257.94 (Change Order No. 3)

Funding Source:  2009-10 CIP, Page Street-35, Southeast Connector – SW 2nd to SE 6th Street, STR214.

ADDITIONAL INFORMATION:

The contract for the construction of the Southeast Connector Des Moines River Bridge with Levee, Sanitary Sewer, and Water Main Relocation was awarded to United Contractors, Inc. and Subsidiaries, in the amount of $12,256,914.02.  This construction contract is to construct the Southeast Connector Bridge over the Des Moines River, along with related relocations.

Change Order No. 2 compensates the contractor for 165.22 CY of boulder removal (Class 22 Excavation).  While excavating for the various bridge pier footings, boulders were encountered and had to be removed.  This change order also compensates the contractor for disposal of unsuitable excavation, which was discovered while excavating for pier #6 on the eastbound Southeast Connector Bridge.  This material was unsuitable to be used to backfill around pier #6 (which lies within the limits of the Corps of Engineers levee) or to be used anywhere else on this project.

Change Order No. 3 compensates the contractor for an additional 32,544 lbs. of reinforcing steel and 58,051 lbs. of epoxy coated reinforcing steel, which must be incorporated into the pier caps, pier diaphragms, abutment footings, and bridge deck.  This change order also compensates the contractor for the increase in material and freight cost of the additional epoxy coated reinforcing steel, which must be incorporated into the bridge decks.

This project was bid using the Iowa Department of Transportation specifications, which require that the actual quantities of work completed be measured and paid for at the unit prices included in the contract.
