AGENDA HEADING:

 

Approval and authorization for Mayor to sign negotiated contract with Tait Radio Communications 15740 Park Row Suite 450, Houston, Texas 77084, Steve Cragg, President to construct the Metro Interoperability Communications System.

 

 

SYNOPSIS: 

 

Recommend approval for the Mayor to sign a negotiated contract with Tait Radio Communications to construct the Metro Interoperability Communications System.  On October 12, 2009, the City Council awarded the Request for Proposal V09-123 to Tait Radio Communications to construct the Metro Interoperability Communications System. Council then instructed staff to begin contract negotiations with Tait Communications and return to the Council with a final contract document for approval. City staff completed contract negotiations with Tait Radio Communications and a final contract has been signed by the vendor. City staff is now providing to the Council said contract for approval and authorization for the Mayor to sign said agreement.

 

 

FISCAL IMPACT:

 

Amount: $2,764,802

 

Funding Source:  $4,158,868 COPS Interoperability Grant, CP034, POL990000, BLD116, Municipal Improvements Program 2009-10/2014-15 page 23. $3,000,000 is the COPS Interoperability Grant with the remainder; $1,158,868 is a match funded by Enhanced E911, GE001, POL040900, FY2010 Operating Budget, Page 233.  12.5% of the match provided by Polk County Sheriff’s Office E911 and 12.5% from Des Moines Police Department E911 funds.

 

 

ADDITIONAL INFORMATION: 

 

Upon the approval of the City Council, the police and fire departments, in conjunction with the Polk County Sheriff’s Office, submitted an interoperability plan to the Department of Justice, Office of Community Oriented Policing Services. The plan was accepted and the City received $3,000,000 dollars to initiate and complete the project. In addition to the grant money another $1,158,868 from the E-911 Surcharge was encumbered for the project. The system is called the Metro Interoperability Communications System. This system will allow mobile radio communication throughout Polk County and parts of Dallas and Warren County.

 

RCC Consultants was hired to assist the City in identifying applicable tower sites to enable proper radio frequency coverage and to construct a Request for Proposal (RFP) to identify a Radio Communications vendor who could construct the system. RFP V09-123 was created and disseminated to qualified vendors. Two vendors submitted proposals;  RACOM Communications and Tait Radio Communications. With the assistance of RCC Consultants, an evaluation team was chosen from the City police and fire departments, the Polk County Sheriff’s Office and the WestCom Communications facility.

 

The two vendors were very close in experience and cost. The evaluation team determined Tait Radio Communications did provide more modern equipment that was easier to maintain and more efficient to configure directional patterns critical to a Simulcast System desired by the City. The team furthermore believes the project schedule submitted by Tait Radio Communications was timelier for project completion and in the better interest of the City and the County.

 

A final contract with Tait Radio Communications has been completed and now requires approval by the Council and signature of the Mayor of Des Moines, Iowa before design and construction can be initiated.
