AGENDA HEADING:

 

Authorization to proceed with acquisition of the necessary property interests for the Jackson Basin Pump Station Project and emergency standby power generation for nine existing storm water pump stations by gift, negotiation, or eminent domain.

 

 

SYNOPSIS:

 

Recommend Council authorization to acquire necessary property interests for the Jackson Basin Pump Station Project and two projects to construct emergency standby power generation for nine existing storm water pump stations City-wide.  The Jackson Basin Pump Station Project provides for improvements addressing capacity deficiencies in the 1,350 acre Crawford Creek Watershed.  After flooding events of 2008, it was determined that the City’s best interest is served by providing standby emergency power generators for the nine storm water pumping stations.  This action is required by Iowa law before the City can initiate the property acquisition process under eminent domain. 

 

 

FISCAL IMPACT:

 

Amount:  Total estimated property acquisition costs are not expected to exceed $50,000.

 

Funding Source:  2009-2010 CIP, Page Storm Water Improvements - 7, Crawford Creek Watershed Improvements – STE074, Storm Water Revenue Bonds.

 

2009-10 CIP, Page Storm Water Improvements – 16, Storm Water Pump Station Emergency Power Generation – STE084, Storm Water Utility Fund.

 

 

ADDITIONAL INFORMATION:

 

The Jackson Basin Pump Station Project provides for improvements addressing structural and capacity deficiencies in the Crawford Creek Watershed. 

 

After the flooding events of 2008, it was determined that the City’s best interest is served by providing standby emergency power generators for storm water pumping stations.  Power is currently provided by MidAmerican Energy Company.  Should power from the MidAmerican Energy grid be interrupted, the storm water pump stations will not have the ability to perform their designed function. 

 

Several permanent and temporary construction easements may be required for the Jackson Basin Pump Station Project.  Currently, one fee acquisition will be required for a standby emergency power generator station in the Central Place Business Park.  Relocation assistance will not be required for these projects.
