AGENDA HEADING:

 

Purchase of MT-94 non-encapsulating entry suits and MNTRN-70 training suits for Iowa’s WMD Tactical (SWAT) Task Force Teams.

 

 

SYNOPSIS:

 

Recommend approval of the purchase of the MT-94 non-encapsulating entry suits and MNTRN-70 training suits from Lion Apparel Inc., 6450 Poe Ave, Dayton, Ohio 45414, Richard W. Lapedes Chairman of the Board and Chief Executive Officer, the sole manufacturer and distributor, in the amount of $273,600.

 

 

FISCAL IMPACT:

 

Amount:  $273,600.00

This purchase is part of the equipment acquisitions approved in Iowa’s WMD Tactical (SWAT) Task Force budget, which authorized expenditures totaling $709,480. Included in this purchase are twenty-four (24) MT-94 non-encapsulating entry suits and twelve (12) MNTRN-70 training suits valued at $45,600.00 to be retained by the City of Des Moines Metro STAR Tactical Team. The remaining one hundred and twenty (120) MT-94 non-encapsulating entry suits and sixty (60) MNTRN-70 training suits will be distributed to the other task force teams.

The U.S. Department of Homeland Security (DHS), Grants and Training (G&T) FFY 2008 Homeland Security Grant Program (HSGP) made an allocation of grant funds to the State of Iowa.  Iowa Homeland Security and Emergency Management entered into Sub-grantee Agreement # 2008-GE-T8-2008-021-SWATwith the City of Des Moines, to administer Iowa’s WMD Tactical (SWAT) Task Force Program grant. 

 

 

ADDITIONAL INFORMATION:

 

Iowa’s WMD Tactical (SWAT) Task Force Program Leadership Committee completed a capability assessment and investment justification for FFY 2008 Homeland Security Grant Program funding, based on the National Preparedness Goal, federal Target Capabilities List and the Iowa Strategy for Homeland Security and Emergency Management 2006-2008.  The MT-94 non-encapsulating entry suits and MNTRN-70 training suits are part of the acquisitions approved for purchase by the U.S. Department of Homeland Security Grants and Training, and Iowa Homeland Security and Emergency Management, which are consistent with the federal Approved Equipment List (AEL). 

 

The City of Des Moines serves as the fiscal agent and authorized representative for the administration of Iowa’s FFY 2008 Homeland Security Grant Program funds on behalf of Iowa’s WMD Tactical (SWAT) Task Force Program.

 

The Procurement Administrator and the Iowa’s WMD Tactical Task Force Leadership Committee determined the MT-94 non-encapsulating entry suits and MNTRN-70 training suits are only available from Lion Apparel Inc., 6450 Poe Ave, Dayton, Ohio 45414, who is the sole manufacturer and distributor. 

 

After reviewing the Police Chief’s request to bid this equipment, it was determined by the Procurement Administrator of the Finance Department that it was in the best interest of the City to purchase this equipment from the manufacturer and sole worldwide distributor of the product.

 

This is in compliance with Municipal Code Section 2-726(a)(7) that provides for non-competitive procurement  of goods and/or services that are of such a nature that they are the only goods and/or services which will fit and comply with the required use, or are an integral part of a total system so as to be uniquely compatible with existing city need, materials or equipment to be cost effective.

ANTICIPATED ACTIONS AND FUTURE COMMITMENTS:

 

The Police Department will receive, inventory and hand receipt equipment items back to the respective task force teams, and submit documentation and report actions to Iowa Homeland Security and Emergency Management and the Finance Department, to facilitate payment of vendors and support grant audit requirements.

The Police Department will coordinate grant reimbursements with the Finance Department and Iowa Homeland Security and Emergency Management.
