AGENDA HEADING:

 

Amending Chapter 114 of the Municipal Code regarding traffic regulation changes as follows:

 

A.        One side parking restriction—east side of E 4th Street north of Des Moines Street.

 

B.        Parking restriction extension—south side of University Avenue west of 28th Street.

 

C.        Code revisions for streets that have had field adjustments.

 

 

SYNOPSIS:

 

Recommend approval of the Traffic and Transportation Division staff recommendations, including first reading of the Ordinance regarding the traffic regulation changes.

 

 

FISCAL IMPACT:

 

Amount:  Minor costs for signing modifications and parking meters.

 

Funding Source:  2009-2010 Operating Budget, Page 93, Engineering Department Traffic & Transportation - Sign Installation and Maintenance, ENG100413.

 

 

ADDITIONAL INFORMATION:

 

A.        A business on E 4th Street requested that parking be prohibited along a section of the east side of the street to assist in the delivery of merchandise.  Staff has reviewed the area and concurs with this request.  The following revision to the Municipal Code is necessary to place the parking restriction into effect.

 

Sec. 114-2622.  East Fourth Street—East Vine Street to Maple Street.

 

East Fourth Street, on the east side, from a point 200 feet north of Des Moines Street to a point 90 feet north thereof, no parking any time.

 

B.        Parking Enforcement requested the Traffic and Transportation Division to review the parking restrictions on University Avenue in the vicinity of the midblock pedestrian signal located in the Drake area west of 28th Street.  Parking is currently allowed on the south side of University Avenue in close proximity to the signalized pedestrian crossing.  Staff recommends removal of this parking to enhance pedestrian safety at this heavily used crossing. The following revision to the Municipal Code is necessary to extend the existing parking restriction to include the area within the midblock pedestrian crossing.

 

Sec. 114-3691.  University Avenue — Twenty-eighth Street to Thirty-first Street.

 

University Avenue, on the south side, from a point 200 feet west of Twenty-eighth Street to a point 340 260 feet west thereof, no parking 7:00 a.m. to 9:00 a.m.

 

University Avenue, on the south side, from a point 540 460 feet west of Twenty-eighth Street to Twenty-ninth Street, no parking any time.

 

C.        During a review of the traffic code, Traffic and Transportation Division staff identified revisions to individual code sections that are needed due to field adjustments that have been made to the placement of parking signs and/or meters.  The following revisions are necessary to correct the Municipal Code.

 

Sec. 114-2832.  Southeast Twenty-fifth Street—East Court Avenue to East Payton Avenue.

 

Southeast Twenty-fifth Street, on the east west side, from Southeast Twenty-fourth Court to East Leach Avenue, no parking any time.

 

Sec. 114-3749.  East Walnut Street—East Third Street to East Fourth Street. 

 

East Walnut Street, on the south side, from East Third Street to a point 40 feet east thereof, no parking any time.

 

Sec. 114-4112.  East Walnut Street—East Third Street to East Fourth Street.

 

East Walnut Street, on the south side, from a point 40 feet east of East Third Street to a point 115 75 feet east thereof, two-hour meters, 8:00 a.m. to 6:00 p.m.
