AGENDA HEADING:

 

Hearing on S.E. 6th Street Widening - E. Court Avenue to the Des Moines River:  Resolution approving plans, specifications, form of contract documents, engineer’s estimate, receive and file bids, and designating lowest responsible bidder as Elder Corporation, Jared R. Elder II, President, $1,744,999.99.

 

 

SYNOPSIS:

 

This is a public hearing to allow for public input on the S.E. 6th Street Widening - E. Court Avenue to the Des Moines River and take the necessary actions as required by Iowa Code to authorize a contract for construction of the proposed project. S.E. 6th Street is an important arterial roadway connecting the south side of Des Moines to the State Capitol and Central Business District.  Development on the southeast side of Des Moines and the success of the East Village have caused already heavy traffic demands to increase.  The construction of the SE Connector across the Des Moines River to S.E. 6th Street will further increase traffic volumes on this already busy roadway.  This project provides for complete reconstruction of S.E. 6th Street into a complete street, from the Des Moines River Bridge north to E. Court Avenue.  The improvements will include a three-lane roadway with one lane of traffic in each direction along with a center two-way left-turn lane.  Bike lanes will be included on both sides of the roadway.  The roadway corridor would also be improved to an urban standard with the construction of curbs, storm sewer, and sidewalks.

ADDITIONAL INFORMATION:

 

On February 8, 2010, under Roll Call No. 10-167, the City Council received and filed plans, specifications, form of contract documents, and City Engineer's estimate for the construction of the S.E. 6th Street Widening - E. Court Avenue to the Des Moines River.  Before the City Council can enter into a contract, it must hold a public hearing and approve the proposed plans, specifications, and form of contract documents and engineer's estimate for the construction of the S.E. 6th Street Widening - E. Court Avenue to the Des Moines River, 06-2009-007.  The improvement includes reconstructing the existing roadway into a three-lane roadway with one lane in each direction along with a center left-turn lane and bike lanes.  The roadway will also be improved to an urban standard section with curbs and storm sewer.  The widening project will help accommodate existing traffic demands on this collector roadway, as well as the anticipated increase in traffic volumes anticipated once the Southeast Connector is constructed to S.E. 6th Street.  This project will include grading, pavement, storm sewers & intakes, and other incidental items; in accordance with the contract documents, including Plans File Nos. 515-037/163, on S.E. 6th Street from E. Court Avenue to the Des Moines River, Des Moines, Iowa.

 

Sealed bids for said improvement were submitted by the following bidders:

 

Elder Corporation, Des Moines, IA

Manatts, Inc., Johnston, IA

Corell Contractor, Inc., West Des Moines, IA

Sternquist Construction Inc., Indianola, IA

Concrete Technologies, Inc., Urbandale, IA

Jasper Construction Services, Inc., Newton, IA

 

The bids were received and opened at a public meeting presided over by the City Engineer in the City Council Chambers, 2nd Floor, City Hall, 400 Robert D. Ray Drive, Des Moines, Iowa at 11:00 a.m. on February 23, 2010.

 


The City Engineer has determined that the lowest responsive, responsible bid for the construction of said improvement was submitted by Elder Corporation, Jared R. Elder II, President, 5088 E. University Avenue, Des Moines, IA, 50327 in the amount of $1,744,999.99, and said bid should be accepted. The Finance Director has determined that funds are available for said improvement as stated above.
