HEADING:
Approving Supplemental Agreement No. 2 to the East Indianola Avenue
Roadway Design, S.E. 14th Street to Army Post Road Professional
Services Agreement with Snyder & Associates, Inc. for design of the
pedestrian underpass and trail connections, not to exceed $33,500.
SYNOPSIS:
Recommend
approval of Supplemental Agreement No. 2 to the Professional Services Agreement
with Snyder & Associates, Inc., David Moeller, President, 2727 S.W. Snyder
Blvd, Ankeny, IA 50023, for a total cost not to exceed $33,500, based on hourly
rates to design the pedestrian underpass and trail connections in Ewing Park.

ADDITIONAL
INFORMATION:
Supplemental
Agreement No. 2 includes the additional design services needed to design the
pedestrian underpass and trail connections as part of the East Indianola Avenue
Widening project. The pedestrian
underpass and trail connections will be incorporated into the plans being
prepared for Phase 2 of the project.
The
current agreement with Snyder & Associates, Inc. includes design of
East Indianola from SE 14th Street to Army Post Road. At the time this agreement was developed,
funding had not been secured for the pedestrian underpass and trail
connections. Last year the Des Moines
Area Metropolitan Planning Organization approved $200,000 of Surface
Transportation Program Transportation Enhancement funding in Federal FY2013 for
this trail. With the planned widening of
East Indianola, adding the pedestrian underpass to the roadway project is the
most efficient and cost effective way to get the work done.
As part
of the East Indianola Avenue corridor consultant selection process in 2005,
staff received proposals from seven engineering firms. A committee comprised of City staff from the
Engineering Department, Parks Department, and Public Works Department reviewed
these proposals and recommended that Snyder & Associates, Inc. be selected
for this study. A major factor in
recommending Snyder & Associates, Inc. was their extensive past involvement
in projects near or within this corridor.
