Award of Invitation to bid V10-063, for forty-one
(41) Tactical Shotguns for the Police Department Patrol Bureau to Central
States Tactical, 2601 North 27th Street, Lincoln, Nebraska, Melanie
Petrie, President/Owner.
SYNOPSIS:
Recommend approval of Award of Invitation to bid for
41 Tactical Shotguns for the Police Department’s Patrol Bureau. In the fall of 2009, the Police Department
needed to replace Patrol Bureau shotguns. A bidding process was completed by
the Finance Department and distributed to four qualified vendors.
Two vendors responded and one (Central States Tactical)
was awarded the bid. During the vendor’s acquisition period, it was determined
by the Police Academy staff that the sights and stocks associated with the ordered shotguns warranted a better performance and
should be replaced. The initial purchase order was cancelled and a new bidding
process was initiated. Six vendors were sent bid specifications and only one
vendor (Central States Tactical) responded. It is unclear why the previous
alternative vendor did not bid on the new specifications.

INFORMATION:
In the fall of 2009, the police department needed to
replace their existing Patrol Bureau tactical shotguns. These shotguns were
equipped with a bead sight and a standard stock. An invitation to bid was
distributed to qualified vendors and two of these responded with compliant
proposals. The bidders were Central States Tactical and Streicher’s
Incorporated. The
low dollar compliant bidder was Central States Tactical and they were awarded
the Invitation to Bid V09-128. A purchase order was issued for the proposed
shotguns.
During the period between the issuance of the
purchase order and the delivery of the shotguns, the Police Academy staff
conducted field testing on the traditional shotgun ordered and a tactical
shotgun with ghost ring sights and a Knoxx stock. It was discovered that ghost
sights allowed finer accuracy for the majority of officers. The Knoxx stocks
were discovered to diminish explosive recoil during discharging due to their
adjustability for some officers, which improved the stability of the shooter.
Both of these changes are important safety values for all patrol officers.
Because of this safety advantage, it was determined
the existing purchase order be cancelled and another Invitation to Bid should
be distributed with the ghost sights and Knoxx stock features. Invitation to Bid V10-063 was distributed to six
qualified vendors, but only one vendor submitted a proposal. All those vendors
granted an Invitation to Bid is capable of providing the corrected features.
