AGENDA HEADING:

 

Ordering construction of the following:  S.W. 7th Street Bridge over the Raccoon River Rehabilitation - Receiving bids, (3-16-10), and Setting date of hearing, (4-12-10). (Construction Estimate - $1,715,469).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below. The rehabilitation of the S.W. 7th Street Bridge over the Raccoon River was identified as a high priority project on the 2009 City-Wide Bridge and Structure Evaluation.

 

 

FISCAL IMPACT:

 

Amount:  $1,715,469 City Engineer's Estimate

 

Funding Source:  2010-2011 CIP, Page Bridge-15, S.W. Seventh Street Bridge over the Raccoon River, BRV046:  The project is eligible for 80% HBRR funding up to a maximum of $1,000,000 under IDOT Agreement No. 01-09-HBRRU-005, with the remaining $715,469 from G. O. Bonds.

 

 

ADDITIONAL INFORMATION:

 

Due to the condition of this structure, it has become eligible for Federal Highway Bridge Program Funds and the City has an agreement with Iowa Department of Transportation funding 80% of the construction costs up to a maximum of $1,000,000.

 

Recent bridge inspections have determined that this structure, which was originally constructed in 1915 and last rehabilitated in 1968, is showing signs of deterioration and should be rehabilitated.  Work included in the project consists of deck repairs, expansion joint replacement, placement of a high-density portland cement concrete overlay, repair of structural elements including piers, columns, and arches, and repair of curbs, sidewalks, and approach pavement.  Because this will be a major rehabilitation of the existing structure, S.W. 7th Street will be closed during construction.

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the S.W. 7th Street Bridge over the Raccoon River Rehabilitation, 12-2009-002.  The improvement includes concrete removals, structural concrete, reinforcing steel, epoxy coated reinforcing steel, deck overlay, deck repair, steel extrusion joint with neoprene, neoprene gland installation and testing, blast cleaning structural steel, painting structural steel,  removal of sidewalk, sidewalk 6" PCC, electrical circuit, construction survey, pavement markings, temporary concrete barrier rail, traffic control, changeable message sign, mobilization, bearing repair, epoxy crack injection and concrete repairs; all in accordance with the contract documents, including Plan File Nos. 509-119/149 for the S.W. 7th Street Bridge over the Raccoon River in Des Moines, Iowa.

 

The estimated construction cost is $1,715,469.  The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
