AGENDA
HEADING:
Approving and authorizing the execution of
Federal Aviation Administration (FAA) Airport Improvement Program (AIP) Grant
Agreement, Project Number 3-19-0027-54, Airport Access Control (ACS) and Video
Surveillance (VSS) Equipment Upgrade.
SYNOPSIS:
Recommend the City Council
approve the FAA Grant and authorize the Mayor to execute FAA AIP Grant 54 in a
95% Federal share amount of $1,022,675, along with City acceptance and ratification
of all associated grant assurances, warranties, covenants and agreements
contained in the project application for the funding of the Airport ACS and VSS
Equipment Upgrade Project.

(95% of the AIP eligible portion) in FAA funds of the project through AIP Grant

available; $186,506 (5% of the AIP eligible portion, plus the Passenger
Facility Charge (PFC) eligible work) PFC eligible funds, included in approved
PFC decision 08-08-C-02-DSM; and $13,149 in Airport funds for items that are
not AIP or PFC eligible.
ADDITIONAL INFORMATION:
On March 3, 2009, by Resolution No. A09-046, the Airport Board approved the
Professional Services Agreement with URS of Denver for design and construction
phase services in connection with the Airport ACS and VSS Equipment Upgrade
Project. This project will replace the existing hardware and software
associated with the original ACS installation in 1992 and VSS in 1994. The existing ACS required under
Transportation Security Regulation 49 CFR Part 1542 has exceeded its ten-year
service life by seven years and requires regular replacement of costly system
components and upgrades to system software to maintain minimum operating
levels. Additionally, the existing ACS
does not meet Federal security policy, which directs airports to adopt recently
developed industry standards for biometric technologies.
The improvements include replacement and upgrade of the automated
ACS. The ACS primarily consists of
controlled access gates along the perimeter of the Airfield, at doors in the
Terminal and other buildings on the Airport campus that are
secured by keycard readers. A
significant component of the ACS is a VSS consisting of cameras located at or
near access control points to monitor the activities at the access control
point and to provide video of the area during alarm conditions. This project
includes replacement of all control, monitoring software and hardware,
identification badging software and associated hardware, CPUs, field panels,
access controls, card readers and video cameras with a combination of biometric
and intelligent card media access control technologies, as well as supporting
high definition video technologies.
Originally, this
project was scheduled to be funded with PFC. In 2009, Airport and Engineering Department
staff applied and tried to get this project funded with a stimulus funded AIP
grant. When that was not accepted by the
FAA, this project was reprogrammed last fall as a 95% AIP grant funded project
with the 5% local match being funded by PFC’s.
The Engineering
Department has assembled the URS consultant prepared plans and technical
specifications, along with all of the required City and AIP grant project
specifications and form of contract documents and City Engineer’s estimate from
the consultant for the construction of this Airport ACS and VSS Equipment
Upgrade project, Activity ID 04-2010-004.
The estimated
construction cost is $1,538,000, including $125,000 for three add-alternates
for additional years of warranty for the ACS and VSS, and an additional year of
O & M support. Bids came in
substantially under the estimate and City staff filled out an application for
this AIP grant based on the February 23, 2010 bids. At the March 2, 2010 Airport Board meeting,
by Resolution A10-045, the Airport Board recommended to award to Security
Equipment Inc., subject to FAA concurrence in award, an amount of $962,587 for
the construction contract portion of this grant item. In addition, under
resolution A10-048, the Airport Board recommended that Council accept this
grant and authorize the Mayor to execute the 95% Federal share AIP grant, including
eligible force account Engineering expenses,
as approved by FAA staff and further delineated under Fiscal Impact.
This AIP grant is recommended for approval by the Mayor prior to March 17, 2010, to be issued under the current Federal
legislation.

ANTICIPATED
ACTIONS AND FUTURE COMMITMENTS:
The Airport Board will approve partial payments and
accept the project when all work has been completed.
