Be It Ordained by the City Council of the City of Des Moines, Iowa:

Section 1. That the Municipal Code of Des Moines, 1991, adopted by Ordinance No. 11,651, passed April 15, 1991, and amended by Ordinance No. 11,667, passed June 3, 1991, and amended by Ordinance No. 12,042, passed September 27, 1993, and amended by Ordinance No. 13,028, passed April 25, 1994, and amended by Ordinance No. 13,160, passed February 27, 1995, and amended by Ordinance No. 13,169, passed April 3, 1995, and amended by Ordinance No. 13,218, passed August 7, 1995, and amended by Ordinance No. 13,256, passed November 6, 1995, and amended by Ordinance No. 13,375, passed September 16, 1996, and amended by Ordinance No. 13,387, passed October 28, 1996, and amended by Ordinance No. 13,420, passed January 27, 1997, and amended by Ordinance No. 13,474, passed May 5, 1997, and amended by Ordinance No. 13,487, passed June 2, 1997, and amended by Ordinance No. 13,528, passed September 22, 1997, and amended by Ordinance No. 13,567, passed January 19, 1998, and amended by Ordinance No. 13,600, passed April 27, 1998, and amended by Ordinance No. 13,610, passed June 1, 1998, and amended by Ordinance No. 13,705, passed May 3, 1999, is hereby amended by repealing Sections 27-361.01, 27-361.19, 27-937, 27-1106, 27-1558, 27-1667, 27-1793, 27-1912, 27-2028, 27-2163, 27-2278, 27-2358, 27-2649, 27-2689 and 27-2885 thereof and enacting new Sections 27-361.01, 27-361.19, 27-937, 27-1106, 27-1558, 27-1667, 27-1793, 27-1912, 27-2028, 27-2163, 27-2278, 27-2358, 27-2649, 27-2689 and 27-2885, relating to traffic regulation changes, as follows:

27-361.01. ANGLE PARKING.

(a) On and after May 1, 1963, the initiation of angle parking at any location where such parking is not now in existence is prohibited except at the following locations:

(1)Bridal Row, on the east side, from Fifteenth Street to Pleasant Street.

(2)Court Avenue, on the south side, from First Street to Fifth Avenue.

(3)Keosauqua Way, on both sides, from Sixth Avenue to Seventh Street.

(4)East First Street, on the east side, from Locust Street to Grand Avenue.

(b) On and after May 1, 1963, angle parking shall be permitted to continue at locations where the distance between the painted center line and the parking curb line is equal to or greater than the minimum requirement established by the following formula:

Minimum Width)

From Center Line to) = VAVE X 10' + 19'

Parking Curb Line) 400

(c) The letters "VAVE" as used in the above formula represent the average hourly volume of cars during the four highest hours of a day.

(d) The cost of installing and maintaining facilities for angle parking shall be borne by the abutting property owners, and if they, or any of them, shall fail to refuse to do so, then the city reserves the right to withdraw the privilege of this method of parking. Nothing within this section shall prohibit parking by more than one motorcycle within one parking space as otherwise provided in this chapter.

27-361.19. SPECIAL PARKING PERMIT ISSUANCE.

(a) The city traffic engineer is authorized to issue a public service parking permit for a vehicle to park or stand on a public street where such parking or standing is otherwise prohibited or regulated by the provisions of this chapter. Application therefor may list one or more specific vehicles, shall be directed to the office of the city traffic engineer, and may contain such information, including vehicle characteristics and license, as the city traffic engineer shall deem pertinent to the application. Such permit shall only be issued when said parking or standing is required in the performance of a public service or to satisfy a public need as heretofore set forth. Such permit shall grant permission for:

(1)Vehicular parking or standing in a specific area which may be designated as "point or points of service", or

(2)Vehicular parking or standing in any public way in the city which, by the nature of the service, becomes a "point of service".

(b) The effective period of the permit may be a set number of days, not to exceed one year, and the inclusive dates of the permit shall be clearly displayed thereon. The permit may also specify the time or times of day when such parking is authorized as well as the days of the week to which it is limited.

(c) Except in situations of immediate emergency or in unique situations which have been identified to and approved by the city traffic engineer, such parking shall be prohibited on arterial and collector streets during the hours from 7:00 A.M. to 9:00 A.M. and from 4:00 P.M. to 6:00 P.M. where signs are currently in place prohibiting parking during these hours.

(d) The permit so issued for the specific vehicle or a clearly legible copy thereof shall be placed conspicuously in the window of the vehicle for which issued in a manner which clearly displays the restrictions contained in the permit.

(e) The phrases "point of service" and "point or points of service" shall not include parking of a vehicle while the owner or operator awaits call or service. Vehicles in such status or condition shall be subject to the remaining provisions of this chapter regulating the parking, standing, and stopping of vehicles.

(f) The city traffic engineer may either collect a fee of $15.00 per vehicle for a period of thirty days or less in advance or direct the applicant to consider the permit as an invoice with payment due immediately upon receipt by mail or fascimile. At such time as parking meter spaces are hooded or removed for special permit purposes the permittee shall also be responsible for a daily rate of the metered use. In such cases the following rates shall apply:

(1)$2.00 per day at all $.20 per hour meters;

(2)$2.50 per day at all $.25 per hour meters;

(3)$3.00 per day at all $.40 per hour meters.

(4)$4.00 per day at all $.50 per hour meters.

(5)$6.00 per day at all $.75 per hour meters.

Vehicles owned or operated by governmental agencies, shall be exempt from the permit fee requirements.

27-938.01. SOUTHEAST FOURTEENTH STREET.

East First Street, on the east side, from East Locust Street to a point 55 feet north thereof, no parking any time.

East First Street, on the west side, from East Locust Street to a point 40 feet north thereof, no parking any time.

Twenty-fourth Street, on both sides, from Olive Street north to the dead end at I-235, no parking any time.

Twenty-fourth Street, on both sides, from a point 50 feet south of Drake Park Avenue to a point 50 feet north of Drake Park Avenue.
